On September 10, 2020, staff from the Mooresville Regional Office of the Division of Water
Resources performed a Compliance Evaluation Inspection for this facility. We wish to thank Troy
Cassidy for his assistance during the inspection.
Last year, residual sludge had to be sent to a landfill at an expense to the Town of Cleveland. While
this is a perfectly acceptable practice, the Town may wish to pursue a permit modification to add
additional land for application, which could save costs.

Inspection Summary:
The O&M records were reviewed during the site visit. The records appear to be in order.
The facility appears to be in compliance with the permit. However, the MRO would like to make the following suggestions:
The drying bed area at the WWTP needs to be cleaned out and the sand needs to be replaced in order for the drying beds to
be effective.
Future renovations to the WWTP might include additional storage area for the sludge produced at the WWTP.

Comment: A land application event was not occuring during
the site visit. Therefore, no SSFA data was
present for review. However, an LA event did occur on 9/11/2020 and MRO staff requested that
the LA contractor take the WWTP ORC to the field to observe the LA event to be able to see the
land application process field and was buffered.
