Describe the attachments or comments: Attached is the complete PDF of the 401 &Buffer Authorization ePCN for this project that was submitted on 9/17/2020,which includes all attachments that were submitted electronically with the application.The original application was withdrawn due to the Pre-Filing Meeting Request requirement announced on 9/18/2020 which retroactively became effective on 9/11/2020.Therefore,we are resubmitting the originally submitted application now that the required 30-day period has passed. a center turning lane,as well as bike lanes and sidewalks on both sides of the road in order to improve safety for vehicles, pedestrians and bicyclists. Currently, East Vandalia Road is a twollane road.There are numerous driveways along East Vandalia,creating significant traffic congestion during peak travel times due to vehicles turning across traffic to access the driveways.The addition of the center turning lane will provide storage for vehicles turning across traffic,allowing for freelflowing traffic in the travel lanes.The addition of the bicycle lanes and sidewalks will improve pedestrian and bicyclist safety and will promote more pedestrian and bicycle travel,which will help to reduce vehicular traffic in general. The proposed project will consist of the widening of East Vandalia Road to accommodate a center turning lane, bicycle lanes and sidewalks,which requires extension of the existing 48linch culverts within Streams 1 & 2.Additionally, existing utilities located within the current road shoulders will be relocated to the edge of the proposed road shoulders.
