This Fast -Track Sewer Application is for a total of 685 linear feet of new 8-inch SDR 35
PVC gravity sewer main to extend the existing gravity sewer main for the development
of a new Wendy's Restaurant at the corner of NC Highway 16 and Northern Drive
Northwest in the City of Conover, NC. The new restaurant will be located on 2.73-acre
parcel of land that is being subdivided off a larger parcel that is presently owner by the
Tri-County Baptist Church of NC. The 2.73-acre parcel is further divided into
approximately 1.05-acres for the Wendy's restaurant development, approximately 1.00
acre for a future commercial development and the remaining 0.68 acres for the
stormwater bioretention cell/detention pond for both the Wendy's and future
commercial developments. The new 8-inch gravity sewer main will connect to the
existing gravity sewer manhole that is located adjacent to the existing church parking
lot and is approximately 800 linear feet northwest of the new restaurant building. The
new 685 linear feet of 8-inch gravity sewer main will run parallel to the existing church
parking lot past the new stormwater bioretention cell/detention pond on the subdivided
parcel to the northeast corner of the future commercial development area. Once past
the new stormwater bioretention cell/detention pond, the new gravity sewer to serve
the future commercial development and the Wendy's development will be a 4-inch
service line. Sewage flow will not be routed through the new 8-inch gravity sewer main
until it has been tested and certified.
The volume of wastewater calculated for comes from a total of 67 seats for customers
at the new restaurant building. The new restaurant will generate of total daily
wastewater flow of 1,340 gallons per day, based upon a flow rate of 20 gallons per day
per seat.

III. Certification Statement:
I Donald E. Duncan, Jr. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and 11 plus all attached planning assessment addendums for which I
