Subject: Pipe Repair on Lake Wheeler Road in Wake County
Rob and Andy-
Wake County bridge maintenance has a pipe repair site conveying an UT to Swift Creek, see map below with marker and
coordinates for location of this crossing on Lake Wheeler Road just south of the intersection with Penny Road. Note that
starting today Lake Wheeler Road will be closed for approximately 6 weeks. Division 5 will be doing an emergency repair
under contract but it will be a couple of weeks before any work starts. We still have to meet with prospective bidders,
received bids, award contract, and then the repair work will be scheduled.The anticipated scope of work is to replace
the outlet headwall while also replacing the end joints/sections of 2@60in pipes, one CMP and one RCP. A blow hole at
the outlet has contributed to the headwall settling and the pipe pieces separating at the joints which causes the
roadway above to fail.Temporary dewatering and water management would be necessary in order to maintain a dry
work area. No stream loss is proposed with replacement of existing, however some riprap in the blow hole to restore
the streambed scour may be necessary so that the new headwall has a secure footing. No wetland nor buffer impacts
are anticipated.This work would be covered under a non-reporting NWP 3 and GC4132, with no buffer authorization
required.This portion of UT to Swift Creek is not/nor within 0.25mi of in a known 'identified stream reach' for any
protected species.
