Dear Mr. Meloy:
On behalf of Fluor-United Asheville (Applicant), Timmons Group (Agent) is submitting this NCG14
General Permit Registration Statement and the required attachments for the Fluor-United
Concrete Batch Plant. The facility is located along an unnamed tributary to Cane Creek, within
the French Broad Watershed (06010105), in Henderson County, North Carolina. Onsite
operations include the production of concrete for a nearby NCDOT improvement project along
Interstate 26. All stormwater/wastewater discharges for this project will travel by sheet flow into
one of four onsite stormwater inlets which transport the water through the existing stormwater
infrastructure to a point discharge at an unnamed tributary to Cane Creek.
As a result of concrete production, wetting of raw material stockpiles and mixing drum cleanings
are necessary on site and have the potential to produce wastewater. The wastewater will not be
treated as effluent values are not anticipated to exceed benchmark thresholds. The wastewater
will be monitored after rainfall events to ensure the discharge is below the benchmark thresholds
for each of the required monitoring parameters.
Within the project boundary there exists four (4) separate drop inlets which drain into the existing
stormwater system. Of the four (4) drop inlets, Outfall #2 is most representative of project
stormwater/wastewater. This outfall has a drainage area that contains the majority of potential
stormwater/wastewater sources (concrete washout and stockpiles). As such, the Applicant is
proposing Outfall #2 as the representative outfall (ROS)for the project/permit.
