SUBJECT: Wasteload Allocation for Huffman Finishing
After discussion with Mr. Doug Langford (EPA Enforcement) the allocation
for Huffman Finishing (CTB32) was recalculated. The previous allocation
was based upon Huffman discharging into an unnamed tributary of the Catawba
River. However, Mr. Langford informed me that the actual discharge point
is a dry depression that leads to the unnamed tributary. Thus, Huffman's
allocation was recalculated assuming both a 7/10 and 30/2 of 0 cfs. A flow
request has also been forwarded to USGS to insure that the above assumption
is correct.
The revised allocation is as follows based upon a design flow of A7 MGD. The
limits represent average.monthly values.
BOD5 = 28 mg/1 (16.4 lbs/day)-
NH3 = 13 mg/1 (7.6 lbs/day) +
D.O. = 6 mg/1 +
T. Chromium = .05 mg/I (.03 lbs/day)+
Phenols = .001 mg/1 (.0006 lbs/day)+
Sulfide = .002 mg/1 (.001 lbs/day)+
Fecal Coliform = 1000/100 ml +
TSS = 123 mg/1 (71.8 Ibs/day)`
COD = 338 mg/1 (197.7 lbs/day)*

Because of the di.fficulty.Huffman may have in meeting the. A -II phenols
classification, and since their discharge will likely be within A-11 phenol
limits by the time it hits the Catawba River, Huffman may request a variance
or ask that the depression be classified as an effluent channel. Mr. Langford
said that he would discuss these possibilities with you sometime, next week.
