Dominion Energy North Carolina (DENC) is planning to install approximately
4,120 linear feet of 2-inch diameter plastic natural gas pipeline and
approximately 2,490 linear feet of 4-inch diameter plastic natural gas
pipeline to provide service to the Victoria Hills residential subdivision which
is currently under construction in Arden, Buncombe County, North
Carolina. It is our understanding that this pipeline will be constructed
entirely within an existing maintained road right-of-way (ROW) and the
disturbed width will be approximately 10 feet, with additional workspace that
may be required at two proposed stream crossings (Avery Creek and an
unnamed tributary). Both stream crossings will also encroach within an
adjacent FEMA-designated floodplain. The project is not located within a
trout watershed, and we understand that less than 1.0 acre of land
disturbance will be associated with the pipeline installation. It is unclear at
this point whether impacts associated with construction of the new gasline
will require pre -construction written approval from NCDWR under GC-4133.
Impacts to streams/wetlands associated with the subdivision that the
gasline will serve were originally authorized under DWR #190189 (Lance
Road Subdivision).
