Jimmy Zepeda called me yesterday and asked me to look at an erosion issue on the inlet end of culvert 4. Basically the
banks are not stabilizing, they have reworked them and seeded them 4 times. On the upstream left side stormwater is
naturally draining toward the channel and scouring the banks (see rill on left bank in attached photo). They have
installed wattles and special sediment fence and it has not help with the bank scouring.
We have permanent surface water impacts already permitted beyond the inlet headwall for about 48 ft for channel
improvements. Since we can not get these banks to stabilize and continue to have erosion issues, we are going to rip
rap these banks, from the current rip rap at the wing walls which we previously approved, out to the disturbed limits. So
there will be a total 41 lf of bank stabilization from the HW to the disturbed limits on the SE Inlet bank and 34 lf of bank
stabilization from the HW to the disturbed limits on the SW Inlet bank (see attached permit drawing). There will be no
additional permanent impacts with this revision beyond what has already been authorized. Furthermore, we will be
keying in the rip rap at the toe of the bank and will leave the sparse naturally vegetated small floodplain bench on the
right side alone (the rip rap will be keyed in at the bottom of the coir fiber matting as seen in the attached photo).
The contractor will be completing this work as soon as possible so they can get these banks stabilized and vegetation
established in any disturbed areas while there is still some decent growing conditions. We can visit this site at the next
field review.
