Good morning,
The 15-Day Record Drawing review for the Slingshot Mitigation Site (SAW-2018-01170) ended September 18, 2020. Per
Section 332.8(o)(9) of the 2008 Mitigation Rule, this review followed the streamlined review process. There were no
objections to issuing the initial credit release. Please find attached the current signed ledger, and IRT comments below.
DWR Comments. Erin Davis:
1. For areas where the existing fencing was used as easement fence but deviated for the easement boundary by
more than 25-50 feet, were easement sign posts installed along the actual boundary?
2. Both flow gauges appear to be located further downstream than shown in the mitigation plan monitoring figure.
What is the reason for the change in the locations?
3. It is concerning that construction was deemed complete and the as -built baseline report was submitted in August
without all of the site fencing installed (report page 4). In the future, DWR would not consider construction complete
without the site planted and entire easement boundary signed/fenced.
4. DWR appreciated the inclusion of soil logs for all of the groundwater well locations.
EPA Comments, Todd Bowers:
At this time, based on the provided report I have no serious issues or concerns that would prevent or rescind the release
of credits (30%) made on August 26, 2020. As such the EPA Region 4 Oceans, Wetland and Streams Protection Branch
approves the release of 955.63 warm stream credits and 0.396 riparian wetland credits as an inclusion to the North
Carolina Division of Mitigation Services In -lieu fee program.
I do have some minor comments for the provider pertaining to planting. This site was planted at the latest date
considered to be minimally suitable for planting. In the future it is recommended that the provider consider planting
sooner in the year to minimize the risk of planting outside of the dormant season for bare -root saplings. The planting
date of April 30 is poorly suited for maximizing the survivability of bare -root plants as this is well within the growing

season for Rockingham County. Should supplemental planting be needed in the future, this may be a contributing factor
to low survivability. The late planting date also puts the provider at additional risk for providing a MY1 report within the
time frame considered to evaluate surviving plants at the end of the growing season (at least 180 days after planting and
before November 1).
I would also like to thank the provider for providing drone footage of the site. This information is very useful and while it
does not replace in -person site visits, it does allow IRT members with time or travel constraints to evaluate the site in
lieu of being there. If the provider wishes to hold a virtual site visit including a storyboard presentation with photos,
notes and drone footage, for this or any newly built site, I highly encourage it.
