Travis Wilson, NC WRC Olivia Munzer, NC WRC Todd Bowers, USEPA Brad Breslow, RES Matt Butler, RES Ryan Medric, RES Frasier Mullen, RES Kasey Carrere, RES Project Summary Construction and as -built set-up of the Scout Mitigation Project, within the RES Yadkin 01 UMBI, are now complete. As constructed, the Scout Mitigation Project is proposed to provide 2,918 stream mitigation units (SMUs). Site Visit Discussion General topics discussed with the IRT include deviations to the planting plan, wetland impacts, non -credited reaches, and the stream crossing. Plantin Plan: lan: - IRT asked that explanations for species changes be included in the as -built and that they be carefully considered, especially when species are not typically included in the native tree species stocks for mitigation sites such as black walnut (Juglans nigra) and southern crabapple (Malus angusifolia) - RES recommended the idea of removing stems of aforementioned species if IRT thought that was best path - In the future, significant changes to the planting plan should be discussed with the IRT in advance of planting. - IRT plans to discuss and follow up with RES regarding any next steps and or requirements. Wetland Impacts - IRT asked about temporary and permanent wetland impacts after last site visit before construction - RES explained Wetland D being added in updated JD and the addition of CH4 (non -credited) tying into HC3 - All permanent and temporary impacts were addressed in the PCN - There was no wetland gauge added to WD, but a veg plot was added to monitor hydrology - IRT and RES will communicate throughout the monitoring period to determine necessity of updated delineation at MY5 Crossin,y and Fencing - Livestock have been excluded completely from the project and will not be introduced in the future, so no fencing needed - IRT had question about culvert crossing at bottom of project o Photo shows baseflow in lower and offset pipes General Design comments - IRT mentioned the location of the stream gauge on reach CH3 o Gauge is located mid -way down reach - RES will locate gauges near the top of reaches on future projects Baseline Report - Discrepancy in dates for geomorphology data collection and Table 2 data completion - RES will change the month in Table 2 from May to June Next steps: - The report is in its 15-day review period, and IRT didn't see any issues with proceeding with As -built credit release - MY1 will occur on normal schedule in 2021.
