Removal of the non-native stone by hand is acceptable to the Corps, and before/after photos will work. In the meantime there are some concerns based on before/after photos that the walkway shown on the plans as a bridge may have been constructed installed as a culvert extension/headwall along Dorchester Road. Mr. Shoun explained that they installed the river stone shown in your photos during construction in an effort to prevent erosion of the stream banks and channel. In order to address the issue with the unauthorized stream impacts resulting from the placement of the river stone in the stream, Sedgefield Country Club proposes to remove all of the river stone from the stream channel and banks. The river stone was installed by hand and was not pressed into the soil, which will make removal easy. Sedgefield Country Club proposed to remove the river stone by hand, which will minimize disturbance the stream channel and banks. Photos will be taken before removal and after removal to document that all of the stone has been removed, which will be emailed to you both upon completion in order to resolve this issue. Please let me know if you concur with the proposed removal of the river stone as specified. If so, removal will occur immediately upon receipt of your responses. The Corps of Engineers is concerned that these activities are not in compliance with your Nationwide Permit 42 verification dated 4/1/2020.
