No MOA or Instrument exists between DMS & DWR. If that is the document being referenced here, please remove the reference. Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:26:21 PM Need to add a Service Map where the Buffer Mitigation credits can be provided. That service area is onny the Randleman Lake Watershed. Number: 2Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:26:46 PM Need a topograhic map for the site. Zoom in enough so the project tribs can be seen. QNumber: 3Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:44:32 PM Photos do not include timestamps. When were these photos taken? Do these photos represent existing conditions to date? If not, describe any landuse changes within the riparain areas that have taken place since the date DWR visited the site in 2019. Number: 4Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:51:45 PM Mitigation Plan Sheet 2-E. DWR recommends removing Korean Lespedeza from the temporary seeding table and to choose another annual if available. Page: 9 Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:35:02 PM It says that the credits will serve the 8-digit 03030003 of the Cape Fear River Basin. This is incorrect. The service area for this project is limited to only the Randleman Lake Watershed, which is not as broad of an area as the 03030003. Please correct this statement and include a map depicting that service area. QNumber: 2Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:27:22 PM add the site's coordinates Number: 3Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:29:50 PM for DWR, we want to see where this Site is relative to the rules that we are approving the Project under. We are reviewing this project to determine its potential to provide buffer mitigation to the Randleman Lake WS. Therefore, in this table, please add that this site's location is within the Randleman Lake WS Page: 19 Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:36:31 PM Add Randleman Buffer Authorization Request to this table Number. 2Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:37:34 PM I suggest adding a 3.4 and including that a Buffer Authorization is required for bank stabilization and will be submitted for the project Page: 22 QNumber: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:06:30 PM I suggest mowing, ripping, etc be performed to remove compact soils typical of longterm agricultural use within these riparian areas. Also, Fescue can out -complete bare roots - no fescue treatment is proposed in the beginning or as maintenance during monitoring, to avoid this issue. Please explain what efforts will take place to control fescue during site preparation and minimize its impacts to bareroots. Page: 23 Number: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:02:31 PM DWR does not consider nitrogen -fixing stems appropriate for riparian restoration projects where Buffer Mitigation Credits are being generated. Our Buffer rules are intended to reduce nutrient loading to nearby streams. Adding nutrients to the soil with these trees is counter -productive to our rule goals. Please consider replacing Tag Alder with another tree that isjust as good at stabilizing soils and stream banks. Page: 26 QNumber: 1 Author: kymerritt Subject: Sticky Note Date: 10/19/2020 3:41:17 PM Performance standards are based on what you are planting. I didn't see shrubs (only sub -canopy) in your planting table. Therefore, you need to chose the performance standards (the rule offers 2 options) that fits this Site.
