SCS conducted semi-annual sampling at the Buncombe County Solid Waste Management Facility Old Landfill (permit no. 1101) on October IOth through October 26', 2017. Sampling for Monitored Natural Attenuation was also performed in accordance with the Corrective Action Plan (CAP) approved by DEQ on September 24, 2014.This report summarizes the sampling methodology, results, conclusions and recommendations from this semi-annual sampling event. 2 BACKGROUND The Old Buncombe County Landfill (OBCL), located at 2726 Riverview Road is closed and currently monitored under post -closure care. The OBCL was an unlined landfill and approved to receive municipal, industrial, and construction solid wastes, along with household waste and yard debris. Leachate from the waste areas have mixed with the groundwater as evidenced from chlorinated solvents detected in down -gradient monitoring wells in excess of North Carolina Department of Environment and Natural Resources (NCDENR) standards beginning in 1985 to the present. Waste Areas A, B, and C stopped receiving waste prior to October 9, 1991. Area D stopped receiving waste on September 27, 1997 in accordance with the North Carolina Solid Waste Management Rule T15A: 13B .1627(c)(10)(A). Institutional controls are in place which restricts access to and use of the OBCL, and eliminates or minimizes exposure to site contaminants. All disposal areas have been closed and capped in accordance with permit modifications for closure under 15A North Carolina Administrative Code (NCAC) Chapter 13B. The OBCL has controlled access and perimeter fencing to limit site access. An active gas collection system was constructed and is operated by Enerdyne. This system generates power from a small facility located on the property. The County has constructed a Safety Training Facility on property outside of the waste fill area but within the original landfill property limits. This area has controlled access and perimeter fencing that separates its facilities from the waste - containing areas of the landfill property. The habitable buildings in this area are equipped with sub -floor vapor extraction systems and gas detectors that are monitored continuously by on -site personnel. While these vapor intrusion controls have been installed specifically to address potential methane gas issues, it is expected that the vapor systems in permanently occupied spaces will also help to mitigate any potential issues arising from a vapor intrusion pathway. The groundwater plume has been monitored over the years by a series of monitoring wells around the perimeter of the landfill (Figure 1). Currently 24 monitoring wells are sampled semi - Old Buncombe County Landfill 1 Semi -Annual & MNA Sampling Report Solid Waste Services annually (DPLr2 was converted to an Injection Well prior for the fall 2015 injection event). Groundwater samples collected from these wells have been analyzed for the typical landfill parameters (metals, semi -volatile organic compounds, volatile organic compounds, etc.). Concentrations in excess of the Title 15A NCAC Subchapter 2L (NC2L) groundwater standards have been reported primarily for metals and volatile organic compounds (VOCs). The extent of the groundwater plume has been delineated and concentrations of contaminants have generally been declining. Additional remedial measures, enhanced in -situ bioremediation (EIB) were performed in September 2015 in accordance with the March 2015 CAP Addendum and the Injection Permit W10100353. Five main groundwater flow paths, referred to as transects, have been identified down -gradient from the OBCL waste piles presented below. Transect 1 M W-4A MW-12-25 MW-13-35 MW-13-132 M W-24-45 Transect 2 MW-B MW-17-60 MW-17-137 MW-24-160 Italicized -FIB Injection Well Bold-MNA Performance Well Bold& Italicized-MNA Sentinel Well Transect 3 MW-3 M W-21-21 MW-21-94 Transect 4 MW-DPL-2 M W-4 MW-19-75 MW-19-110 Transect 5 M W-6 MW-6-192 MW-5 DPL-1 MW-18-78 Transects 1 and 5 appear to be long enough to naturally attenuate VOCs observed immediately down -gradient from the waste piles prior to reaching the French Broad River. MNA is the only remedial activity for Transects 1 and 5. Transect 2 appears to have been successfully remediated following the pilot testing of EIB using hydrogen release compound injection. Transect 3 and 4 show contaminants reach the French Broad River before natural attenuation processes may completely de -chlorinate site VOCs. Therefore more aggressive clean-up actions consisting of enhancing natural attenuation through substrate addition were implemented along the short flow path system. DPL-2 and the newly installed IW-1 were used as the fractured bedrock injection points for substrate addition based on their close proximity to the source plume. Direct injection to the base of the regolith was also used to treat the high flow zone which may be used to remediate both short and long fracture controlled flow paths along Transects 3 and 4. Substrate addition was conducted in September, 2015 prior to the fall 2015 semi-annual sampling event. Old Buncombe County Landfill 2 Semi -Annual & MNA Sampling Report Solid Waste Services 3 SAMPLING METHODOLOGY Twenty one monitoring wells were sampled during the fall 2017 event. Three monitoring wells were dry and no samples were collected (DPLr1, MW-24-45, and MW-7). Groundwater samples were collected from October IOth through 16th, 2017. The four surface water samples were collected on October 10", 2017. All samples were collected and analyzed by Pace Laboratories (Pace) in Asheville, NC for analysis of Appendix I and H constituents list as well as MNA parameters as specified in Table 1. All groundwater sampling and analyses were performed in accordance with 15A NCAC 13B .1632 and the approved CAP. Pace analytical laboratories collected groundwater samples, to be tested for MNA parameters, from 10 monitoring wells (MW-2, MW-4, MW-6, MW-13-132, MW-18-78, MW-19-75, MW- 19-110, MW-21-21, MW-21-94, and MW-24-160). Field parameters including pH, temperature, specific conductivity, turbidity, dissolved oxygen, oxidative/reductive potential (ORP) and water level were measured and recorded at each groundwater, surface water and leachate sampling site. Field logs with recorded parameters are included in Attachment A and well condition summary forms are included in Attachment B. After samples were collected, they were placed on ice, logged on a chain of custody and sent to Pace Laboratories in Asheville, NC, a laboratory certified by the State of North Carolina for all applicable analyses. A copy of the chain of custody is provided as Attachment C. 4 SEMI-ANNUAL SAMPLING RESULTS A groundwater contour maps was created from the water level field data and is included as Figure 1. SURFACE WATER A summary of detections is provided in Appendix D. Metals detected in the surface water samples were barium, copper, vanadium, and zinc. No VOCs were detected in surface water samples. Two samples exceeded turbidity maximum contaminate levels (MCL) of 25 NTUs at SW-1 (91.78 NTUs) and SW-2 (79.49 NTUs). A summary of surface water exceedances is included in Appendix E. GROUNDWATER DETECTIONS Metals and VOCs were detected in ground water samples. A summary of groundwater detections is included in Appendix F. VOC constituents detected include 1, 1 -dichloroethane, 1,2- dichlorobenzene, 1,4-dichlorobenzene, benzene, chlorobenzene, chloroethane, cis-1,2- dichloroethene, ethylbenzene, toluene, trichloroethene, vinyl chloride, 6-xylene, and xylene. Metal constituents detected include barium, cadmium, chromium, cobalt, copper, lead, nickel, vanadium, and zinc. Old Buncombe County Landfill 3 Semi -Annual & MNA Sampling Report Solid Waste Services GROUNDWATER EXCEEDANCES Ten of the 21 monitoring wells sampled had concentrations in excess of the NC2L Groundwater Standards. A summary of groundwater exceedances is provided in Appendix G. The exceedances were consistent with historic concentrations at their respective wells. VOCs exceedances were as follows: 1, 1 -dichloroethane was above the MCL of 6 ug/L in MW-3 (7.5 ug/L), MW-4 (15.6 ug/L), and MW-21-21(7.5 ug/L); benzene was above the MCL of 1 ug/L in MW-13-132 (1.2 ug/L), MW-13-35 (2.4 ug/L), MW-4 (1.1 ug/L), and MW-6 (1.2 ug/L); vinyl chloride was above the MCL of 0.03 ug/L in MW-B (1.6 ug/L), MW-21-21 (2.3 ug/L), MW-3 (2.9 ug/L), and MW-4 (4.6 ug/L). These exceedances are all break -down products of Trichloroethene (TCE) and are indicators of biodegradation as a result of the 2014 injection. Metals exceedances were as follows: barium was above the maximum contaminant level of 700 ug/L in MW-4 (720 ug/L), MW-4A (779 ug/L), and MW-6 (1340 ug/L); cadmium was above the MCL of 2 ug/L in MW-4 (71.6 ug/L); chromium was above the MCL of 10 ug/L in MW-15 (19.2 ug/L); cobalt was above the MCL of 1 ug/L in MW-21-21 (7 ug/L), MW-3 (18.3 ug/L), MW-4 (90.8 ug/L), MW-4A (37.9 ug/L), and MW-5 (9.3 ug/L); nickel was above the MCL of 100 ug/L in MW-4 (136 ug/L); vanadium was above the MCL of 0.3 ug/L in MW-4 (8.4 ug/L). 5 MNA SAMPLING RESULTS A summary of the MNA parameters exceeding their respective NC2L limit is included in Appendix G. The fall 2017 results were evaluated using the analytical parameters and weighting for preliminary screening for anaerobic biodegradation processes presented in the EPA Technical Protocol for Evaluating Natural Attenuation of Chlorinated Solvents (EPA 1998). Each well's "Sum of Screening Values" indicates whether there exists sufficient evidence to support the assumption of ongoing natural attenuation. The scores are based on predictable indicators of biodegradation found within changes in the groundwater chemistry and ascertain the presence of bio-dechlorination but not the rate or level at which it is occurring. The screening table is presented as Table 2 and the score interpretations are presented in Table 3 Results from the screening indicate that there is strong evidence for anaerobic biodegradation at MW-4, which is immediately downgradient of the injection location. There is inadequate evidence to support anaerobic biodegradation at MW-24-160, which is close to the river and the furthest well from the injection location. There is adequate to limited evidence of anaerobic biodegradation for the rest of the performance wells screened (MW-6, MW-13-132, MW-18-78, MW-19-75, MW-19-110, MW-21-21, MW-21-94, MW-24-160). Tetrachloroethene (PCE) in MW-4 has remained not detected (ND) since fall 2016 and is ND in all other MNA wells. Trichloroethene (TCE) has steadily dropped in MW-4 since the injection, but had a slight rebound to 1.2 ug/L in this last sampling round, but does not exceed the associated MCL. TCE is ND in the other MNA wells. Cis-1,2-Dichloroethene (DCE) has increased from 23 ug/L to 26.1 ug/L in MW-4, which indicates biodegradation of TCE. DCE increased in MW-18-78 from ND to 1.4 ug/L and increased in MW-21-21 from 9.8 ug/L to 12.6 ug/L. DCE decreased in MW-13-132 from 22.6 ug/L to 20.9 ug/L and in MW-21-94 from 3.7 Old Buncombe County Landfill 4 Semi -Annual & MNA Sampling Report Solid Waste Services ug/L. DCE decreased in MW-13-132 from 22.6 ug/L to 20.9 ug/L and in MW-21-94 from 3.7 ug/L to 2.8 ug/L. DCE remained ND in MW-2, MW-6, MW-19-75, MW-19-110, and MW-24- 160. Vinyl Chloride (VC) increased in MW-4 from 3.6 ug/L to 4.6 ug/L and had a slight increase in MW-21-21 from 2.2 ug/L to 2.3 ug/L. VC decreased in MW-18-78 from 1.8 ug/L to ND (less than 1.0 ug/L). VC remained ND in MW-2, MW-6, MW-13-132, MW-19-75, MW-19-110, MW-21-94, and MW-21-160. These decreases in parent product (PCE and TCE) and increases in daughter products (DCE and VC) indicate that the injection is still catalyzing the biodegradation of TCE. BIOCHLOR MODEL The data from this sampling event were compared to the BIOCHLOR model output generated with 2016 data. The BIOCHLOR model simulates the sequential reductive dechlorination of chlorinated ethanes and ethenes. The model assumes anaerobic conditions and sequential first - order kinetics as the mechanisim of degradation. In this case, ethenes were the constituents modeled. The fall 2017 sampling results are generally in line with the model. The model predicted that with sequential first order decay (biotransformation) tetrachloroethene (TCE) would be just over 0.001 mg/L in 25 years at 500 ft from the source. Current sample data from MW-4, which currently has the highest concentration of TCE at the Site and was modeled at 450 ft from the source, is at 0.0012 mg/L. Dichloroethene (DCE), specifically cis-1,2,-dichloroethne in this case, was predicted by the model to be at 0.0027 mg/L at 300 ft and 600 ft from the source in 25 years. The model predicted vinyl chloride (VC) to be at 0.006 mg/L at 300 feet from the source and at 0.004 600 feet from the source under biotransformation. Sample results from MW- 4 were 0.0046 mg/L. 6 CONCLUSIONS AND RECOMMENDATIONS The OBCL data presented in this report provides multiple lines of evidence to demonstrate natural attenuation is occurring on site in accordance with EPA Technical Protocol for Evaluating Natural Attenuation of Chlorinated Solvents (EPA 1998). Overall contaminant concentrations of highly chlorinated VOCs have been decreasing. Based on the data presented in this report, SCS reaches the following conclusions: • Groundwater VOC exceedances are mostly break -down products of TCE, indicating that biodegradation of TCE is still occurring; • There is strong evidence to support anaerobic biodegradation at MW-4; • There is inadequate evidence to support anaerobic biodegradation at MW-12-160; • There is adequate to limited evidence to support biodegradation at performance wells MW-6, MW-13-132, MW-18-78, MW-19-75, MW-19-110, MW-21-21, MW-21-94, MW-24-160; • Levels of PCE and TCE in MNA wells are decreasing, while break -down products DCE and VC are increasing, indicating biodegradation is still occurring; • MNA constituent levels are following the predictions of the BIOCHLOR model.
