Dear Mr. Landon Davidson
As a follow up to our 24 hour reporting call held on Sunday, September 13, 2020, Evergreen Packaging
provides the following detail on the event. The treatment plant final effluent exceeded the permit limit
of 9.0 from 12:02a to 1:08a (1 hour and 6 minutes) on September 13, 2020. During this time the pH of
the effluent had a maximum value of 9.3 pH units. No other permit limits were exceeded during this
time, and there have been no permit exceedances since. An incident investigation is being conducted to
decrease, eliminate and prevent any recurrence of the pH noncompliance.
The event which caused this pH deviation started the previous day when the treatment plant and paper
mill lost both primary and secondary electrical power for approximately one hour. Several measures
were taken to minimize the effects on the treatment system. As soon as power was restored, the
treatment plant staff systematically brought each of the treatment processes on line as soon as
practical. The cause(s) for the loss of electrical power is also being investigated.
