I would like to take this opportunity to discuss the requirements for sewerage collection
systems that were first established in 15 NCAC .02H .0200 in March 2000 and are now found in
15 NCAC 2T .0403, Waste Not Discharged to Surface Waters, which became effective
September 1, 2006. These Regulations place significant operation, maintenance and reporting
requirements on those entities that own or operate a wastewater collection system with average
daily flows of less than 200,000 gallons per day.
These regulations are applicable to your facility. This letter is provided as guidance
to assist you in complying with the new reporting and operations and maintenance (O&M)
requirements and to advise you that you are subject to system review, inspections and possible
enforcement, if the system is not in compliance with the regulation.
For your convenience and easy reference, a highlight of these requirements and the
following guidance are offered (see enclosed). You may find the regulations using the following

The Asheville Regional Office will be increasing the level of oversight, compliance
activities and enforcement relating to collections systems, therefore, we wanted to be sure you
are aware of the requirements for these systems. We will be performing NPDES Wastewater
Collection System inspections sometime in the near future.

This letter is in response to your comments for Mr. Aaron Hamlin's non -discharge permit application dated June 17,
1999. All comments have been addressed in the plans, specifications, details, and/or this letter.
General:
1. Enclosed is one (1) complete set of the revised engineering drawings and technical specifications as you
requested
2. The subject permit is to be issued to Aaron Hamlin The subject lots will remain in Mr. Hamlin's possession
and will be rented or leased to third parties. Therefore, an operational agreement will not be included as part of
this application package.
3. Revised pump station calculations are enclosed and have been signed and sealed by the North Carolina licensed
design engineer, David D. Smith, P.E.
Wastewater Flows:
1. Aaron Hamlin is the owner of the Wedgefield Acres Mobile Home Park Wastewater Treatment Plant (NPDES
Permit No. NC0062634).
Pumping Station Design:
1. A portable engine driven generator will be provided as an alternative power source.
2. The pump specification details provided on Sheet C2 have been amended to provide an audible. high-water
alarm in addition to the alarm light specified
3. In this specific pump station design we concur with the Division's suggestion concerning the provision that a
high water alarm float be placed at the same elevation level as the lag pump on float As such, the drawings
have been revised to reflect this amendment.
4. The proposed pump station will be located outside the 100-year flood limit. As you requested, floatation
calculations for the proposed pump station are included in the attached information.
5. As shown in the revised pump station calculations, the system-head/pump curve indicates that each pump
operating condition is 25.5 gpm at 16 ft. TDH. The drawings and technical specifications are consistent with
the calculations.

7. Stainless steel hardware will not be required within the pumping station wet -well and the pump specification
details on Sheet C2 have not been revised
8. A gravel road will be provided as access to the proposed pump station as shown on Sheet Cl.
Force Main Design:
1. The force main pipe material required will be Schedule 40 PVC. The technical specification has been included.
2. In accordance with our specifications and design drawings, a minimum of three feet of cover will be maintained
along the entire length of proposed gravity sewer and forcemain.
3. The drawings have been revised to reflect the change in slope and pipe length you have requested
4. Standard engineering practice dictates that gravity sewers be designed for a maximum of one-half full flow.
However, as you requested, the segment of proposed pipe with the maximum slope (Sta. 15+11 to 15+21, slope
49.00) at the peak flow ever (0.0167 cfs), the pipe will flow at a depth of 0.2730 inch and a velocity of 5.235
fps. Therefore, additional measures for protection of the pipe from high velocities arel not be required
5. The total gravity sewer length is 1,047 LF. A corrected Page 2 of 8 is included
6. No water supply wells are located within minimum separation requirements detailed in Regulation 15A NCAC
2H.0219 (I)(2)(G). However, a note has been added to Sheet Cl regarding these minimum separation
requirements.

The Non -Discharge Permitting Unit has completed a preliminary engineering review of
the subject application. Additional information is required before we can continue our review.
Please address the following items no later than July 16, 1999:
General:
1) Please submit a complete set of the revised engineering drawings and technical
specifications, in addition to the two copies already submitted for review, to the
Division of Water Quality (hereinafter Division).
2) Please clarify whether the permit is to be issued to "Aaron Hamlin," as requested in
the submitted application form, or to the "Wedgefield Place Mobile Home
Association (hereinafter Association)," as provided for by the submitted operational
agreement. Note the following:
♦ An operational agreement is only required if the lots (i.e., mobile homes) to
be served by the subject wastewater collection system are to be sold. If
ownership of these lots is to be retained by Aaron Hamlin and rented/leased to
third parties, an operational agreement is not required at all.
♦ If Aaron Hamlin is to be the Permittee with the intention of transferring
ownership of the subject wastewater collection system to the Association at a
-later date, a different form of the operational agreement is required. A copy
of this form of the operational agreement is included with this letter.

General (continued):
♦ If the Association is to be the Permittee, the Division requires copies of the
corporation certificate, as awarded by the State of North Carolina under the
Non -Profit Corporation Act, as .well as the bylaws for review.
3) The calculations packet submitted with this application package was not
signed/sealed by a North Carolina -licensed professional engineer, as required by the
instructions on the submitted application form (i.e., see Required Item c. on Page 6
of 8).
Wastewater Flows:
1) Please provide the name of the owner of the Wedgefield Acres Mobile Home Park
Wastewater Treatment Plant (NPDES Permit No. NC0062634). Note that, if the
names of the owner of this facility and the entity to whom this permit is to be
issued differ, Required Item e., as listed on Page 6 of 8 of the application form,
should be submitted. If this is the case, please provide a flow acceptance letter that
contains, at a minimum, the following information:
♦ The name and permit number of the treatment facility to receive the generated
wastewater;
♦ The volume of wastewater to be accepted in gallons per day, and
♦ The name of the project that is to generate the accepted wastewater (i.e., this
name should be the same as listed in Section I. 4. on Page 1 of 8 of the
submitted application form).
Pumniniz Station Design:
1) The Division understands that relief is being requested with respect to the pumping
station power reliability requirements, as allowed for by Regulation 15A NCAC 2H
.0219 (h) (3) (D). Note that some additional information is required before a
variance recommendation may be given. Please review the aforementioned rule,
and ensure that the system design complies with all three criteria listed therein. In
addition, the Division recommends that a three-year history of power reliability for
the Wedgefield Place Mobile Home Park, as certified by the local power supplier,
be submitted as additional evidence that enough storage time is provided in the wet
well of the proposed pumping station as currently designed. Finally, in light of the
recent enforcement guidelines affecting collection system and sanitary sewer
overflows, please revisit the design approach to this issue.
2) The pump specification details provided on Sheet C2 of the drawings shows that an
alarm light is to be installed on the proposed pumping station control panel. Note
that, per Regulation 15A NCAC 2H .0219 (h) (5), all pumping stations are required
to have audible high-water alarms as well. Please amend the -drawings and/or
specifications accordingly.
Pumping Station Design (continued):
3) The Division suggests placing the high water alarm float at the same elevation level
or below the lag pump on float in the, pumping station wet well. This setting will
indicate a failure of the lead pump while the lag. pump is still available. Please
consider amending the proposed pumping station design to provide this additional
guarantee against failure.
4) Please submit flotation calculations for the proposed pumping station. Clarify
whether or not the Class C stream near to the proposed pumping station site has the
potential to flood this facility in the event of the 100-year flood.
5) Note that there appears to be a discrepancy with respect to the desired operating
conditions for the grinder pump to be installed in the proposed pumping station.
Specifically, both the pump specification details on Sheet C2 of the drawings and
Sections 13000/13100 of the specifications state that the selected pump is to pump
at 25.5 gallons per minute at a total dynamic head of 17 feet. The calculations and
the submitted pump curve indicate that the design point is to be only 15.7 feet of
total dynamic head at 25.5 gallons per minute. Please amend the design documents
and supporting data for consistency.
6) According to the Division's verification calculations, less than two cycles per hour
will occur with the current float settings. Please amend the proposed pumping
station design so that it complies with Regulation 15A NCAC 211.0219 (h) (2).
7) Note that the Division recommends all corrosion -resistant hardware (i.e., lift -out
chain, guide rail system, float bracket, intermediate supports) within pumping
station -wet wells to ensure the long-term integrity of the system. Please consider
amending the pump specification details on Sheet C2 of the drawings to require all
stainless steel hardware.
8) Regulation 15A NCAC 2H-.0219-(h) (8) requires that all-weather access shall be
provided to all pumping station sites. The proposed pumping station site plan, as
currently designed, does not appear to comply with this rule. Please amend the
drawings accordingly.
Force Main Design:
1) From review of Section 02660 of the specifications, it appears that Standard
Dimensional Ratio (SDR) 35 polyvinyl chloride (PVC) pipe is intended for use
throughout the entire subject wastewater collection system. It is the Division's
understanding that SDR 35 is not a pressure pipe; therefore, please amend this
section of the specifications to include a material specification for the force main.
Gravity Sewer Design:
1) Regulation 15A NCAC 2H .0219 (i) (2) (D) requires that the infiltration/exfiltration
rate of sewers shall not exceed 100 gallons per day per inch of pipe diameter per
mile of pipe installed. Section 02660 of the specifications provides for visual and
deflection testing of the gravity sewer following its installation, but does not
specify a leakage test. Please amend the specifications accordingly.
2) Regulation 15A NCAC 211.0219 (i) (2) (H) requires that all sewer systems be
installed with three feet of cover. If this minimum standard cannot be met, ferrous
material pipe shall be specified. Please address the minimum cover issue between
STA 16+00 and STA 16+21, which currently appear to and/or may be in violation
of the aforementioned rule.
3) - Note that there appears to be a typographical error on Sheet C1 of the drawings.
Specifically, the distance between the proposed pumping station and Clean -Out No.
1 is called out as 100 linear feet at a slope of 2.34 percent. Using the relevant
station locations and invert elevations, the Division calculated the distance between
these two locations as 102 linear feet at 2.29 percent grade. Please correct the
drawings accordingly, keeping in mind that the maximum allowable separation
between clean -outs is 100 feet.
4) Note that the Division requires that all gravity sewers should be designed and
constructed based on the assumption that the pipeline is flowing full. Using this
assumption to calculate sewer line velocities, some of the gravity sewer, as
currently designed, is subject to excessive velocities (i.e., greater than 15 feet per
second). Please explain what measures will be taken to ensure protection of these
sewer segments from erosion.
5) Section IV. 3. on Page 2 of 8 of the submitted application form lists the total
gravity sewer length as being 1,114 feet. The Division calculated that the gravity
sewer was approximately 1,047 feet in length. Please provide a corrected Page 2 of
8 accordingly.
6) Please clarify if there are water wells and/or water lines near the subject wastewater
collection sewer that may need to be verified for compliance with the minimum
separation requirements detailed in Regulation 15A NCAC 2H .0219 (i) (2) (G). If
the water wells and/or water lines have not yet been installed, the Division suggests
placing a general note regarding the required minimum separations on the drawings
to ensure that the subsequent placing of the items occurs correctly.

information. All revised information, including letters, calculations, revised drawing sheets, and
revised pages of the specifications, should be signed, sealed, and submitted in triplicate to my

The proposed project will provide for construction of approximately
114 L.F. of 6-inch gravity PVC sewer and a dual unit 37 gpm pump
station with approximately 251 L.F. of 2-inch pvc forcemain to
transport wastewater from an additional 18 mobile home sites to the
existing wastewater treatment facility.
The projected flow of 250 gpd/2-bedroom unit slightly exceeds the
120 gpd/bedroom design figure contained in the Reg 2H .0219 (minimum
design criteria). According to the attached twelve month dmr data,
available capacity exceeds the projected flow addition to this WWTP.
I have advised the engineer to change the projected flow on
the application to 4320 gpd which recognizes a 120 gpd/bedroom flow.
A revised page 2 of 6 is attached for our records. Under the
circumstances, no additional submittal is recommended.
Upon satisfactory engineering review, it is recommended that the
permit be issued as requested.

Required Items
a. One original and one copy of the completed and appropriately executed application form. If modifications to the form are
required as a result of additional information requests by the Division, the additional information must be transmitted under
the signature of the applicant and the actual modification must be initialed by the NC Professional Engineer.
b. Two (2) sets of detailed plans and specifications signed and sealed by a North Carolina Professional Engineer. The plans must
include a general location map, a plan view of the sewer extension, a profile of the sewer extension, and must show the
proximity of the sewer extension to other utilities and natural features. Specifications may be omitted for delegated
authorities. Each sheet of the plans and the first page of the specifications must be signed and sealed. Two (2) copies of the
existing permit if a modification. The plans and specifications must not contain phrases (such as: FOR REVIEW ONLY,
NOT FOR CONSTRUCTION, etc.).that indicate that they are anything other than final plans and specifications. However,
the plans and specifications may contain: FINAL,DESIGN - NOT RELEASED FOR CONSTRUCTION.
C. Two copies of all calculations, including pump selection, friction calculations, cycle time, pump curves (including system
curves applicable with one pump running, two pumps running, three pumps running, etc.), and evaluation of downstream
pump stations. These items must be submitted under the signature and seal of the NC Professional, Engineer.
d The appropriate permit processing fee, in accordance with 15A NCAC 2H .0205(c)(5). The fee for sewer extensions for
nondelerated municipalities is $400. The fee for sewer extensions for delegated municipalities (applies only to those
governmental jurisdictions that have specific delegation review authority, as granted by the Environmental Management
Commission) is S200. Name changes without other modifications are $100.
e. If the owner/authority of the wastewater treatment facility (WWTF) that will be accepting the wastewater flow from this
project is different from the applicant of the project, then a letter must be provided from the owner/authority of the WWTF
specifying the volume of flow that will be accepted. The letter should be a recent letter and should refer to the project by the
same name as that identified on the application and the plans/specifications.
f. If the application is being submitted in the name of a privately owned public utility, evidence must be submitted from the
Utilities Commission which demonstrates that the utility is authorized to hold the franchise for the area to be served. In the
case of contiguous service areas, evidence must be provided from the Utilities Commission acknowledging these areas are
covered under an existing franchise.
g. A properly executed Operational Agreement (original and two copies - form provided by DEM) must be submitted if the sewer
extension will be serving single family residences, condominiums, mobile homes, or town houses and if the subject sewer
extension is owned by the individual residents, a homeowners association, or a developer.
h. The downslope surface waters classification must be determined by the appropriate DEM regional office, using page 5 of 8 of
this form, prior to the submittal of the application package to the Water Quality Permits and
Engineering Unit. Once the regional office has completed the classification, page 5 of 8 should be reincorporated into the
application package and the entire application package may then be submitted to Water Quality Permits and Engineering Unit.
i. A cover letter, which briefly describes the project, should be included with each application package. If necessary for clarity,
feel free to include attachments to the application form. Such attachments will be considered as part of the application and
should be numbered to correspond to the section to which they refer.
All materials and fees submitted in support of this request for a permit become the property of the Division of Environmental
Management; therefore, if the permit is not issued for any reason, the Division will return submitted materials only at its
option.
