We received a copy of the certification on March 4, 2020 and I can confirm that we do still have the original transfer
application. However, the other submittal requirements identified in my email below were not provided. Your
transmittal letter dated March 4, 2020 refers to the cover letter dated April 29, 2019. The 0&M form submitted on April
29, 2019 was signed by the current permittee, not the proposed permittee. Additionally, the single $505 fee that was
provided last year was used for the required major modification to this permit.
In order to complete the transfer submittal and allow us to log in the transfer application, please provide an O&M signed
by the new owners as well as a $505 transfer application fee.

We issue the corrected permit first. If the permit was modified in the Express program than the transfer comes to the
Standard program for the Transfer.
If they were both in the standard program that means that the reviewer still has to do two different actions, mod first
than transfer.

I know Christine is out so maybe you know, but if not, we can discuss when Christine returns. My question is will this
permit that was just issued, be transferred from WCM Enterprises to LIP Mini Storage LLC? We submitted the transfer
with the permit modification originally in April, so just checking. I figured you may issue the corrected permit first then
the transfer, but not sure.

Dear Ms. Scott:
On behalf of William Schoettelkotte and WCM Enterprises, LLC, we are responding to the above
referenced Notice of Violation for Stormwater Permit SW8 160910 issued October 21, 2016,
There is a new landowner, LIP Mini Storage, LLC, therefore we have sent in the Application for Transfer
after the violations are resolved as part of this Modification. We have provided the revised project plans
and calculations. The pond changes were a result of NCDOT not allowing discharge to US 74-76:
therefore, the only outlet to the proposed pond was back towards the rear of the site along a side ditch.
Both ponds discharge into the side ditch which travels to Trade Street's drainage and the overall
Industrial Park. Pond A should not short circuit based on the 1.5" rainfall -runoff staging of the temporary
pool with a pipe flow entering the forebay deeper than the forebay top and raising the pond level till it
reaches the secondary overflow.
Please find attached Stormwater modification and permit transfer along with Asbuilt Drawings of the
Ponds and Grading Plan, and updated Site Plan and Drainage Area Map.
