Lee,
I talked to Vince this morning, and he said he thought he could get out there this week so maybe give him a call. I think
the two of you have been on opposite vacation schedules. Other than that, I went back through everything and I think it
will all work out pending Vince's site visit. I have attached the updated drafts of the two permits and the impervious
summary that will stay on file with SW8 931204, 1 changed the cell shown in green from your previous version because
the DA had to be at least as big as the impervious area on the DA. So, just let me know if you are OK with this change.

Kelly,
I just realized what you were referring to in regards to our conversation below regarding Question #2a. The Option #2
that you see on the first page of the talcs (titled: Simple Method — Volume Required / Provided Calculations) is not
referring to the BMP 16.3.9 Waiver Option #2. That is simply showing the two different Simple Method Storage Volume
talcs for SA Waters. I will revise the stormwater narrative to clearly indicate which Waiver option we are choosing and
how to find the calculation that references it.
I've also attached the revised Meeting Notes spreadsheet with updated numbers that all match up. The revised
applications that I send in will match the numbers in the spreadsheet. See my notes to you in the spreadsheet that are in
red bold font.
I am trying to finish up your comments today and hopefully get everything back to you tomorrow. I will be out of the
office tomorrow and Friday.

Here are the answers to your questions:
#1: 1 am trying to get the current permit's HC-1 to match the sum of the onsite and offsite DA for Lot #4 (see attached
mtg notes)
#2a: The calculations talk about option #2 (the 1st page of the calcs)? in order to do #4 you would need to show the
calcs attached as "option 4".
2d: The supplement shows the post>pre? You can put the mitigated,post value for that, and that should clear that up.
This should be pretty simple. Let me know if I am missing something...

I have quick questions regarding comments #1, #2, & #4.
Comment #1: The way I read your comment, in the second column of the table for SW8 121008 you want me to add the
remaining drainage info that drains "Off -site" to HC-1 from Lot 4? In other words, the information that is on the plan in
the site data table under the SW8 931204 impervious info?
Comment #2: In the stormwater narrative, I noted in the last sentence of the first paragraph that the infiltration trench
was sized appropriately to store the 10-yr storm using the % infiltration rate to waive the off line bypass and vegetated
filter strip requirement. Also included in the submittal were stormwater routing calculations showing the peak outflow
for the 10-yr storm at %: infiltration rate (outflow = 0.00). Can you please look through the submittal and make sure
these items were included in your copy?
Comment #4: The stormwater routing calcs indicate that the post development is less than the pre for the 10-yr storm.
Do you need something else?

The proposed Harbour Watch Lot 4 project is located within the master plan of the Ocean
Harbour Estates subdivision in Calabash, NC. The existing NCDENR stormwater permit
for the Ocean Harbour Estates subdivision is SW8 931204. The proposed infiltration
stormwater system for Lot 4 is designed to accommodate for additional impervious area
as previously allocated by the master permit. The allowable impervious area for Lot 4
per the master permit is 5,300 sf and drains to the "HC-1" Drainage Area BMP. In
addition to the allowable 5,300 sf of built -upon -area (BUA), the project requires an
additional 3,690 sf of BUA to be treated. Therefore an individual infiltration basin within
Lot 4 is proposed to treat the additional 3,690 sf of BUA. The proposed infiltration
trench has been designed to store the 10-yr, 24-hour storm event using one-half of the
infiltration rate reported in the soils report. Therefore waiving the State required off-line
bypass and vegetated filter strip (NCDENR BMP Manual Section 16.3.9(4); option 44).
See the at "Filter Strip & Offline Bypass Waiver" calculations that indicate that the
infiltration trench is sufficiently sized to meet the option 94 waiver.
The site is located at 1324 Harbour Watch Court, Calabash, NC 37763 and is owned by
Gilbert Lepsig. The Brunswick County Parcel ID # is 103415542593. The site drains to
the Intracoastal Waterway; classification SA, index #: 15-25, in the Lumber River Basin.

In response to your comments dated October 24, 2012, we offer the following:
SW8 121008
1. Attached to the resubmittal is an overall breakdown Project Summary reallocating
impervious and drainage areas for SW8931204 & SW8121008.
2. Calculations
a. The design intent to waive the filter strip and bypass per NCDENR BMP Manual
Section 16.3.9(4), Option #4. Attached to submittal are a revised Stormwater
Narrative clearly outlining the design intent along with revised calculations that
support the Option #4 waiver.
b. The approximate location of the soil boring has been added to Sheet C I and
labeled. The existing elevation at the boring location has also been noted.
C. We have attempted to contact Vince Lewis and are awaiting his call to setup a
time to conduct an inspection.
d. The mitigated post development rate of 0.00 cfs has been updated on the revised
Infiltration Supplement form.
3. Plans
a. Dimensions have been added to the revised infiltration trench on Sheet C1. The
depth, width, and invert information has been added to the infiltration trench
detail. The "3 ft" noted on the observation well detail has been removed.
b. The depth, width, invert information, perforated pipe invert, and distance of the
perforated pipe from each side of the trench has been added to the infiltration
trench detail.
c. A note has been added to the infiltration trench detail that denotes the minimum
separation from the bottom of the swale and the top of the trench is 0.5'.
d. The 50' Buffer from the MHW line has been added to the plan.
e. The wetlands have been labeled more clearly on the revised plan. The wetland
symbol has been added to the legend.
4. The trench size and dimensions have been revised and is now located at least 15, down
gradient from the house structure.
5. The overall master subdivision is Ocean Harbour Estates however the neighborhood of
the project site is located in the Harbour Watch development area. Therefore we intend
to keep the name of the project as "Harbour Watch Lot 4."
6. Permeable pavement will be installed in the driveway within Lot 4 however we are not
seeking impervious area reduction credit for it at this time.

impervious and drainage areas for SW8931204 & SW8121008. Page 3 of the
SW8931204 application has been revised to match the numbers shown on the overall

I just realized what you were referring to in regards to our conversation below regarding Question #2a. The Option #2
that you see on the first page of the calcs (titled: Simple Method — Volume Required / Provided Calculations) is not
referring to the BMP 16.3.9 Waiver Option #2. That is simply showing the two different Simple Method Storage Volume
calcs for SA Waters. I will revise the stormwater narrative to clearly indicate which Waiver option we are choosing and
how to find the calculation that references it.
I've also attached the revised Meeting Notes spreadsheet with updated numbers that all match up. The revised
applications that I send in will match the numbers in the spreadsheet. See my notes to you in the spreadsheet that are in
red bold font.
I am trying to finish up your comments today and hopefully get everything back to you tomorrow. I will be out of the

I have quick questions regarding comments #1, #2, & #4.
Comment #1: The way I read your comment, in the second column of the table for SW8 121008 you want me to add the
remaining drainage info that drains "Off -site" to HC-1 from Lot 4? In other words, the information that is on the plan in
the site data table under the SW8 931204 impervious info?
Comment #2: In the stormwater narrative, I noted in the last sentence of the first paragraph that the infiltration trench
was sized appropriately to store the 10-yr storm using the %: infiltration rate to waive the off line bypass and vegetated
filter strip requirement. Also included in the submittal were stormwater routing calculations showing the peak outflow
for the 10-yr storm at %: infiltration rate (outflow = 0.00). Can you please look through the submittal and make sure
these items were included in your copy?
Comment #4: The stormwater routing calcs indicate that the post development is less than the pre for the 10-yr storm.
Do you need something else?

The 2002 permit contained conflicting data between the application and the permit. During the 2012 modification, the data was

Dear Gentlemen:
The Wilmington Regional Office received and accepted the two State Stormwater Management Permit applications
for the subject projects on October 10, 2012. Lot 4 is applying for a permit to drain partially to SW8 931204 and to
drain partially to its own onsite infiltration trench. SW8 121008 will cover the new, onsite infiltration trench. SW8
931204 is being modified to accommodate the change under SW8 121008. A preliminary in-depth review of that
information has determined that the application is not complete. The following information is needed to continue the
stormwater review:
SW8 121008:
1. Drainage Areas: Please provide a breakdown of drainage area data in the table of Section IV(10) showing
all of the applicable data (drainage area, impervious area, etc) for a.) The drainage to SW8 931204, and b,)
The onsite drainage area.
Calculations:
a. Design Options: There are four infiltration design options. The calculations show that the design is
intended to comply with option #2. However, the volume and drawdown times are not computed
per option #2, and it does not appear that an offline bypass is provided. This design was perhaps
intended to comply with one of the other options. Please clarify your intent in your resubmittal and
ensure that the appropriate supporting calculations are provided.
b. Soils Report: Please provide the elevation of the boring used in.determining the SHWT,
c. Soil Scientist: Vince Lewis' site visit report is not on file. Please schedule a site visit with him if
you have not done so already. He can be reached at 910.796.7378.
d. Pre & Post Development Discharge Rates: Please check these rates and provide updated
calculations if necessary. The post development (mitigated) rate should be less than the pre -
development rate.

3. Plans:
a. Trench Dimensions: Please show the length, width (both dimensions), and height of the trench on
the plan. Please also clarify why groundwater is shown to be within 3ft of the surface in the
observation well detail. That is inconsistent with the soils report.
b. Trench Elevations: Please show the bottom, top, overflow, perforated pipe invert, distance of the
perforated pipe from each side of the trench, and other pertinent elevation data on the plans.
c. Swale: A 3:1 swale is shown along the southern portion of the infiltration trench draining towards
the yard inlet into the trench, but this swale is not shown on the cross section. Please show the
depth of the swale in relation to the top of the trench.
d. Buffer: Please show the 50ft buffer from the MHW line.
e. Wetlands: Please either label wetlands on the plan or provide a note that they do not exist onsite.
4. Trench Location: The plans show that the trench will be 12" from the home. The BMP manual recommends
placing the infiltration trench 15ft down -gradient from any structure. Please provide a sealed statement that
the structural integrity of the home will not be compromised by the stormwater structure.
5. Project Name: The proposed project is "Harbour Watch Lot 4". Please clarify whether or not the intended
title was "Ocean Harbour Estates Lot 4" because it is part of a larger permit called "Ocean Harbour Estates".
6. Permeable Pavement: Permeable pavement is shown on the plans in the drainage area to SW8 931204,
but it does not look like the project is seeking impervious area credit. If you intend to seek impervious area
credit in the area draining to SW8 931204 please apply to the HOA for that credit in the process outlined in
the SW8 931204 permit.
SW8 931204:
1. General: If any data changes for SW8 121008, please be sure to update SW8 931204 appropriately and
vice versa.
Please remember that a change to one number may have a domino effect on other numbers. Please check all plans,
calculations and forms to ensure that the numbers are consistent throughout. Please note that this request for
additional information is in response to a preliminary review. The requested information should be received in this
Office prior to November 26, 2012, or the application will be returned as incomplete.
The return of a project will necessitate resubmission of all requited items, including the application fee. If you need
additional time to submit the information, please mail, email or fax your request for a time extension to the Division at
the address and fax number at the bottom of this letter. The request must indicate the date by which you expect to
submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue
the permit.
The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation
Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-
215.6A.
Please reference the State assigned project number on all correspondence. Any original documents that need to be
revised have been sent to the engineer or agent. All original documents must be returned or new originals must be
provided. Copies are not acceptable.

Harbour Watch Lot 4
The proposed Harbour Watch Lot 4 project is located within the master plan of the Ocean
Harbour Estates subdivision in Calabash, NC. The existing NCDENR stormwater permit
for the Ocean Harbour Estates subdivision is SW$ 931204. The proposed infiltration
stormwater system for Lot 4 is designed to accommodate for additional impervious area
as previously allocated by the master permit. The allowable impervious area for Lot 4
per the master permit is 5,300 sf and drains to the "HC-l" Drainage Area BMP. In
addition to the allowable 5,300 sf of built -upon -area (BUA), the project requires an
additional 3,690 sf of BUA to be treated. Therefore an individual infiltration basin within
Lot 4 is proposed to treat the additional 3,690 sf of BUA. The proposed infiltration
trench has been designed to store the 10-yr, 24-hour storm event to waive the NCDENR
requirement for an offline bypass & vegetated filter strip.
The site is located at 1324 Harbour Watch Court, Calabash, NC 37763 and is owned by
Gilbert Lepsig. The Brunswick County Parcel ID # is 103415542593. The site drains to
the Intracoastal Waterway; classification SA, index #: 15-25, in the Lumber River Basin.

Lee,
I looked back through this file. Since we don't have drainage area maps, supplements, etc for this project we will have to
just work with what we have. Since it looks like Mr. Lepsig's lot (Lot 4) is in DA HC-1, then please fill out the application
form reflecting the data on the most recent permit from 5/31/02 permit (the 2012 renewal didn't recap all of the
technical data from 2002). In doing this, please identify the amount of DA that will be removed from the master permit
and covered under the individual permit and reflect that in the total. For instance, HC-1's DA in the 2002 permit is
3.91ac. If .41ac is going to be covered by the individual permit, then show that the DA to HC-1 on the master permit's
application to be 3.5ac. Then include some sort of note in the narrative that since the DA is decreasing the existing
infiltration trench for HC-1 will be sufficient. This is obviously not the ideal way to do this because we won't be able to
document the exact changes to the trench design. But, since we don't know the original design details from 1993 we
will have to go with what we have. Then, for the master show the drainage area line through Lot 4 on a plan sheet and
we will stamp that approved under the master permit file. If there is BUA allocated to Lot 4 that won't be used in the
design, then stick that under a "future" allocation that can drain to the master permit to max out the allowed BUA to
that permit as we discussed. For the individual permit please show the same DA line on those plans. The individual
permit will be pretty much like a standard stand-alone HD permit.
