I. General Information
Beaufort Fire Department Substation is located at 2731 NC Highway 101 Beaufort,
Carteret County. It is a 1.81 acre tract located approximately 6.6 miles from the
intersection of Highways 101 and 70 just past Steel Tank Road.
The wetlands have been delineated and approved by the U.S. Army Corps of
Engineers. Only the existing ditches on the northern and western property lines were
delineated as "Waters of the US", no other wetlands exist on the tract.
Utilities will be provided by the County and the Town of Beaufort. A water meter will
be installed tapping into the County's existing eight -inch water main located on the
opposite side of Highway 101. The Town of Beaufort has agreed to allow the project to
install a sewer force main from the site tying into an existing eight -inch force main located
at Steel Tank Road. This will consist of approximately 2,150 If of -piping within the right of
way of Highway 101.
II. Stormwater Information
The project is located within the White Oak River basin and currently drains south
easterly to Eastmans Creek, 21-24-1 class SA-HQW. This project is being submitted as a
high density commercial project under the current Coastal Stormwater Rules. Stormwater
will be treated by a wet detention pond to 90% TSS with discharge being treated by a level
spreader/vegetated filter for the secondary BMP.
III. Erosion and Sedimentation Control Measures
The following measures are proposed for the site. If it becomes evident that additional
erosion and sedimentation control measures are needed, they shall be installed
immediately. -It is intended that all grading and excavation activities within a certain area
will be protected as soon as that activity is complete.
1. Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on
plans or as deemed necessary by the engineer to insure that off -site sedimentation is
controlled.
2. Seeding -- All disturbed areas will be seeded within 14 days following construction in
accordance with the seeding schedule shown on the plans.
3. Stone Construction Entrance - Stone construction entrance will be used to reduce
transport of sediment off site.
4. Sediment Basins- The detention pond to be constructed will serve as a sediment basin
during construction. This project requires a storage sediment rate at 3600 cf/acre of
disturbance and required surface area is based on the 10-year storm. Sediment volume
from the earth disturbing activities draining to the pond is estimated to be 10,800 cubic
feet based on 3 acres of disturbance. The forebay will have 12,009 cf and the main
basin 53,087 cf of sediment storage capability totaling 13,335 cf exceeding the required
volume. The surface area required of 918 sf is also exceeded providing a total surface
area of 5,929 sf. A skimmer is also being installed within the pond for additional
sediment control. Upon completion and stabilization of project the pond shall be
cleaned to the original design depth.
5. Earthen Dike - A dike will be constructed and seeded within 7 days around the
portion of the project being filled to prevent sediment from Ieaving the site during the
fill operation.
IV. Maintenance Plan
1. All erosion and sediment control measures shall be checked for stability and effective
operations following every runoff producing rainfall event or at least once per week.
Repairs required shall be completed immediately to the dimension and functions
indicated on the plans.

2. Sediment shall be removed form behind the sediment fencing when it becomes 0.5 feet
deep at the fence. The fence small be replaced or repaired as necessary to maintain a
barrier.
3. All seeded areas shall be fertilized, seeded and mulched within 14 calendar days of
disturbance. Disturbed areas shall be fertilized, reseeded and mulched as necessary
according to the Contract documents to establish and maintain a dense vegetative
cover.
V. Construction Sequence
1. Clear and grub the tract as necessary.
2. InstalI gravel construction entrance and silt fencing at specified locations.
3. Complete clearing and grubbing operations.
4. Excavate, rough grade and temporarily seed stormwater detention basin.
5. Prepare subsurface building foundation per the soil report investigation
recommendations by Geotechnologies, Inc.
6. Construct a dike around the perimeter of the site to prevent sediment from leaving the
site. Temporarily seed the dike within 7 days.
7. Fill and rough grade the site.
8. Install drop inlets and storm drainage piping with sedimentation control measures.
9. Seed and mulch all areas of disturbance not to be paved within 14 days of land
disturbance.
10. Begin preparation of building site.
11. Install utilities.
12. Fine grade drive and parking area and place stone base course.
13. Construct building.
14. Pave drive and parking area.
15. Perform final grading, see and mulch all remaining disturbed areas.
16. Once, the site is stabilized remove accumulated sediment and skimmer from
stormwater detention basin. Install new 4" screw cap drilled with 1.25"orifice to the
orifice outlet. Perform final grading of basin.
17. Install wet detention basin vegetation as specified on pond landscaping plan.
18. Remove temporary erosion control measures.
VI. Design Assumptions
1. Design storm is ten years for both culvert design and sediment control.
2. The rational method was used for the design.
