The Wilmington Regional Office received and accepted a State Stormwater
Management Permit Application for Parker Ventures on April 5, 2012. A preliminary in-
depth review of that information has determined that the application is not complete.
The following information is needed to continue the stormwater review:
Please locate each BMP and all swales in access/drainage easements, to
be recorded with the final plat.
2. All runoff in excess of the design storm must bypass to a vegetated filter
strip prior to entering the trench. If the system is designed to store a
larger design storm, the requirement for an offline bypass can be waived.
Reference options 1 -- 4 in the BMP manual, page 16-9, Section 16.3.9. It
appears that you would need to use either option 3 or 4.
3. It is unclear for which option you are choosing to design the infiltration
trench. Please advise which option, 1 -- 4, on page 16-9, Section 16.3.9 of
the BMP manual you are using to design the trench. In your narrative, you
described that the system will be sized to hold the required pre/post
development volume difference for a 24 hr, 1-yr, 2-yr, 10-yr, 25-yr, and
100 yr storm. In accordance with option 4, if you can show that the 24 hr,
10-yr storm event can be infiltrated without discharging the system, using
an infiltration rate of %2 the reported infiltration rate, then no bypass, no
vegetated filter, and no additional storage volume is required.
4. Please explain in your calculations how you are calculating the required
volume, surface area at bottom of basin, and elevation at bottom of basin.
Also, since this is a chamber type system, please advise the storage
volume per chamber and the total number of chambers required. Also,
the numbers don't seem to add up correctly for available volume at the
bottom of the basin.
5. Please show in your calculations that there is no more than 2 acre -inches
of runoff per inlet to the infiltration basin.

6. Please provide a table of elevations, areas, incremental volumes and
accumulated volumes to demonstrate that the minimum required volume
has been provided.
7. Please show details for the roads and parking, including sidewalk width,
radii, dimensions, and slopes.
8. Please show the overall length and width of the EcoRain system and
provide the exact model number on the plans.
9. Please remember that a change to one number may have a domino effect
on other numbers. Please check all plans, calculations and forms and
make changes as needed.
Please note that this request for additional information is in response to a preliminary
review. The requested information should be received in this Office prior to June 10,
2012, or the application will be returned as incomplete. The return of a project will
necessitate resubmittal of all required items, including the application fee.
If you need additional time to submit the information, please mail, email or fax your
request for a time extension to the Division at the address and fax number at the bottom
of this letter. The request must indicate the date by which you expect to submit the
required information. The Division is allowed 90 days from the receipt of a completed
application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under
an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and
is subject to enforcement action pursuant to NCGS 143-215.6A.
Please reference the State assigned project number on all correspondence. Any
original documents that need to be revised have been sent to the engineer or agent. All
original documents must be returned or new originals must be provided. Copies are not

Sorry for the delayed response but I was out of town last week. Attached are a couple of revised calcs per your
comments below:
-Infiltration Trench Supplement. Includes the revised 44,699 cf
-Infiltration Basin Storage Volume Calcs. Includes the revised 8.25 cf per tank and the volume of 44,699 cf
-Infiltration Trench Routing 10 Year Storm with Half Infiltration Rate. Includes page six that shows the time period until
full drawdown using half the infiltration rate.
The New Hanover County stormwater runoff/volume requirements for this infiltration basin exceeded the DENR
requirements. Therefore it was designed for a larger storm than the 10 year (half infiltration rate).

I need some revised calculations using a water storage volume of 8.25 cubic feet per tank unit, as per the specs. This
should give you a volume of 44,699 cf which is more than sufficient for Option 4 in the BMP manual *. Also, the
calculations reference page 6 of the report for drawdown time and I did not see this page attached. Please advise.
* For the 10-year storm, when you include the infiltration rate, you only need to store 23,800 cf according to my
calculation. I know that you are also sizing this infiltration trench to handle larger storms. Is this the reason you need to
provide the extra volume or is it just for the 10-year storm?

The Eco Raintank details that are shown on our plan are the standard drawings from the manufacturer. I would guess
that the ER 500-505 note is probably a product number intended for the distributor.
The standard details from Eco Raintank are made to fit every box type. Therefore the exact dimensions of each tank are
not directly shown in the details. However we note in several places that the "Double Module Tanks" are to be used. The
depth of the double module tanks are show on the detail on Sheet C2 in the top left corner. Bottom of box and top of
box elevations are indicated. The length and width dimensions of the infiltration trench were added to Sheet C1 in the
resubmittal.
Below is a link to dimensions of each tank size. Also included is the water storage volume per tank.

The idea behind designing for the 10 yr 24 hr storm is not that the applicant has to provide that much volume,
i.e., 45000 cf in this case, but that they demonstrate whatever system they design to store the 1.5" volume is
sufficient to "handle" the 10 yr 24 hr volume. In this case, per the attached spreadsheet, please note that the
minimum required 1.5" design storm volume is a little over 9,000 cubic feet and the 10 yr design storm volume
is 45,000 cf. But, a lot of that 45000 cf is infiltrated during the 24 hour storm duration, so the minimum size of
the system just has to be enough to take care of the difference between the 45000 and the amount that got
infiltrated during that 24 hours.
This consultant has started out with the incorrect assumption that the entire 10 year 24 hour volume has to be
"stored". You should have corrected them right away. The 10 yr 24 hr volume only has to be "handled" in the
system that is designed to store at a minimum, the 1.5" runoff volume. If that 1.5" minimum system isn't large
enough to handle the 10 yr 24 hr volume, then it needs to be upsized until the right combination of surface area
and volume is provided which will handle the 10 year 24 hour storm. The consultant has provided way more
storage volume than is necessary. These Rain Tanks are expensive, so if the number of them can be reduced,
you will want to make that suggestion.
The application indicates that the project is designed to the Phase 11 requirements. This is incorrect because it
is a new project in New Hanover County and because no vested right to the Phase II rules has been provided.
This project is being designed under the 2008 coastal rules. This area of the application (Section IV.2.a and b.)
is reserved exclusively for projects claiming a vested right to develop under a different rule. If someone has
filled in this section in error, then you need to let them Know that they do not need to fill in this section.
The storage/overflow elevation on the supplement form is 18.9, but has sufficient volume been provided in the
system at that elevation to meet the minimum volume requirement? Does this system even need a bypass
weir? If this system were being designed for the 1.5" storm, then this would be a problem because the weir
elevation must equal or be higher than the elevation at which the minimum required storage volume is
provided. The bypass weir elevation cannot be lower than the storage elevation because then there may not
be sufficient volume provided.
The bottom surface area reported in the calculations is 15,518 sf, but you have used 16,330 sf in the
spreadsheet. Where did you get this number from?

that the ER 500-505 note is probably a product number intended for the distributor.
The standard details from Eco Raintank are made to fit every box type. Therefore the exact dimensions of each tank are
not directly shown in the details. However we note in several places that the "Double Module Tanks" are to be used. The
depth of the double module tanks are show on the detail on Sheet C2 in the top left corner. Bottom of box and top of
box elevations are indicated. The length and width dimensions of the infiltration trench were added to Sheet C1 in the
resubmittal.

In response to your comments, dated May 10, 2012, we offer the following:
J1. A drainage easement has been added around the proposed infiltration basin area and is shown
on the revised Sheet C 1. The drainage easement is accessible from the ROW.
2. The infiltration basin has been redesigned to store the 10-year 24-hour storm without
discharging using half of the actual infiltration rate. Therefore waiving the by-pass overflow
and vegetated filter strip requirement. See the revised attached calculations.
3. See response 42. The revised infiltration basin was designed per Section 16.3.9 44 in the BMP
Manual. Therefore the by-pass overflow and vegetated filter strip is not required for this
project.
4. a) See the attached calculations titled "Simple Method - 1.5" Storage Volume
Calculations." These indicate the method used to calculate the volume required for our
infiltration basin.
b) Dimensions were added to the proposed infiltration basin to indicate the surface
area at the bottom of the basin. The elevation of the bottom of the basin is noted on Sheet
/ C1, C2, and in the attached calculations.

The Parker Ventures project is a proposed commercial facility located on Castle Hayne
Road in Castle Hayne, NC, New Hanover County, parcel ID 4 RO1100-014-005-000.
Parker Ventures is owned by Castle Plaza Development, LLC. The entire site is
approximately 8.14 acres of land, of which 2.25 acres is proposed for development. The
Parker Ventures facility will be serviced by CFPUA for public sewer and will be serviced
by a proposed well for potable water. No wetlands exist on the project site.
Castle Plaza Development, LLC is proposing to build a 9,600 sf commercial building,
parking, sidewalks, landscape areas, and an underground infiltration system. A future
building is included in the proposed impervious area as 9,600 sf. New impervious area
for this project is estimated to be 75,639 sf. (1.74 acres). After project completion, the
total amount of impervious area for this site will be approximately 21 % of the entire site.
The estimated amount of disturbed area is 2.25 acres.
The site will have one drainage area consisting of 2.24 acres. No off -site runoff flows
onto the site and therefore, none will be routed to the proposed BMP. All outflow from
the drainage basin will drain to Prince George Creek; classification C;Sw, Index No. 18-
74-53, in the Cape Fear River Basin. All built up areas (BUAs) will be collected and
routed to the underground infiltration system BMP.
The infiltration basin is designed to meet the State's 1.5" requirement and alternately
sized for the 1-yr, 10-yr, 25-yr, and 100-yr storm events. Calculations have also been
provided to demonstrate that the 10-yr 24-hour storm event can be infiltrated without
discharging the system using an infiltration rate of one-half of the infiltration rate
reported in the soils report, therefore waiving the State required off-line bypass and
vegetated filter strip. To evenly distribute discharge to the infiltration basin, four separate
drop inlet outfalls are proposed around the perimeter of the basin. The maximum volume
allowed per inlet is 2.0 acre -inches (NCDENR BMP Manual section 16.3.3,2). The
infiltration system was designed to meet or exceed current State and County requirements
and is designed for high density projects. Outflow from the infiltration system will be to
a proposed 18" RCP drainage pipe that will tie into an existing open ditch system in the
TE 10013
DOT right-of-way along Castle Hayne Road. The SHGWT elevation is approximately
64" below the existing ground elevation, which is approximately 2' within the proposed
bottom elevation in the infiltration system.
Prior to clearing of the site, a construction entrance and temporary silt fence will be
installed. The removal of trees, vegetation, sidewalks, curbs and asphalt surfaces and
will occur. The parking areas and building locations will then be graded. Underground
utilities, including the stormwater drainage system will be installed and inlet protection
put into place. The proposed buildings will be constructed followed by paving, sidewalk
installation, final site grading, stabilization of the site and landscaping. Temporary
erosion control measures will remain in -place until such time as when areas are
stabilized. Permanent measures include permanent stands of grass and energy
dissipaters. Specific measures and directions to the contractor are noted on the plans.
Please refer to Sheet C2 for detail erosion control measures and construction sequence.

For this 2.24 ac. Drainage area, all on -site drainage will be collected by a stormwater
drainage system and routed to an underground infiltration system. The infiltration system
has been sized to detain the pre/post development runoff for the 24-hour 1-yr, 2-yr, 10-yr.
25-yr., and 100-yr. storm events and to capture the first 1.5" of runoff from the new
development. Temporary erosion control measures include one gravel construction
entrance, silt fence, and seeding. Permanent erosion control measures include energy
dissipaters and established grass areas.

I'm pretty sure that Vincent may have done visit to this site but it was many years ago. I'll have to dig up the map and
find out exactly when it was completed. It'll probably be tomorrow before I can find that map with the site visit notes.
This was one of those project that was halted a couple years ago and is now being revived.
Is there a time limit from when Vincent last did his visit or we will need to meet him on -site to complete a new test?
