This intersection will also receive a new traffic signal. The existing permit, based on original permit documents provided by DEQ, show the permit area to be 1,025,405 SF (23.54 AC) with 460,171 SF (10.56 AC) of impervious area. To accommodate the proposed roadway improvements, the permit boundary will be modified by removing existing impervious area from the permit area and adding new impervious area associated with the widening. This is accomplished by adjusting grades and adding catch basins to direct runoff away from the permit area so to avoid negatively impacting the existing sand filter cell along Cross Street (Area i ), bioretention cell along McHugh Blvd. (Area 2), and sand filter cell along Cross Street (Area 3). Per North Carolina Administration Code Section 15A NCAC 021-1 . 100 1 (1)(c)(ii), the area removed from the permit boundary will be incorporated into Camp l,ejeune's linear roadway improvement projects and will be regulated in accordance with Camp Lejeune's MS4 permit. As such, runoff from this removed area will be conveyed via roadside vegetated swales with side slopes no steeper than 3:1. Since the contributing drainage areas are being modified, new design volume calculations were performed for the 1.5" design stonm. In order to show that these existing best management practices (BMPs) will not be negatively impacted, the new design volumes were confirmed to not exceed the available volumes in each 13MP based on that BMP's design. The attached pdf of the Hobby Shop shows the proposed improvements on Birch Street. As noted, the proposed improvements end in front of the Hobby Shop site. We are tying back to the existing pavement section around station 201+00. The new pavement is shown in red and the new grass median is shown in green. The existing pipe from the site to the BMP is shown in red. As per our discussion, the Hobby Shop BMP was permitted with Birch Street as a 2 lane road --the drainage map exhibit is labeled as 1997 . Birch Street was widened to 4 lanes as per your email with permit SW8 090109 and what you call an "other" permit that is approved for linear public roads and bridges. We may be able to tweak the proposed improvements so that we add no additional hard surface to the Hobby Street BMP with this project. Does that matter, or do we need to modify the Hobby Shop permit to include the Birch Street lane widening that was completed 10 years ago? 2. There are several sites where our new work will directly impact the existing BMP's. For these sites, I presume it will be straight forward. For the P-1311 site on McHugh and Cross Street (Birch Street extended) the existing road will be widened along the entire frontage of McHugh and Cross Street. From the attached P-1311 exhibit --it appears that this work will impact BMP's 11 and 12 along Cross Street and BMP's 1,2 and 3 on McHugh. We plan to revise the calculations on all 5 of these BMP's. is that correct? FYI --I have information on SW8 120612 (LD - for the North Wallace Creek roads and jogging trails). This permit does not appear to be impacted by our Birch Street work. This permit modified the Parachute Tower connection to Birch Street , but we are not working in that area. I am also familiar with SW8 081015 (HD for the Wallace Creek Complex) as I modified this permit for my design of the P- 138 BEQ. A copy of this drainage exhibit is attached. This one was approved before the determination was made that there were no "public" roads within Camp Lejeune. The impact to SW8 970408 may not have been identified or known when the widening was approved. The last action to SW8 970408 that I see in our files was from 2008, but that was a renewal.
