must be marked and flagged If these areas are not flagged, the Soils Scientist reserves the right to
decline to do the investigation If the proposed infiltration system will be located in an area of existing
pavement and there is no open area nearby, equipment capable of breaking through the impervious

The Wilmington Regional Office received a Stormwater Management Permit Application for
SEBSD Administration Building on August 25, 2006, with a scheduled Express review date of
August 28, 2006 A preliminary review of that information has determined that the application
is not complete The following information is needed to continue the stormwater review
Please report the areas and volumes provided in the pond on the supplement
form, not the minimums required The supplement form indicates that the surface
area of the pond is 4,892 ft , however the calculations indicate that 6,697 ft2 has
been provided In direct conflict with this, the calculations use 4,909 ftz as the
surface area provided at the permanent pool to calculate the provided storage
volume in the pond The provided surface area of the pond to report on the
supplement and to use in the volume calculation, includes the surface area of the
forebay at the specified permanent pool elevation Likewise, the permanent pool
and temporary pool storage volumes provided in the pond include the forebay
2 Please specify the type of wetland species to be planted on the 6 1 shelf Redtop
grass is not a wetland species Please refer to Table 2 2 in Chapter 2 of the
current BMP Manual for a list of suitable wetlands species

is subject to enforcement action pursuant to NCGS 143-215 6A

The Southeast Brunswick Sanitary District (SEBSD) has been renting office space from Brunswick
Electric Membership (BEMC) for several years BEMC is expanding operations and they are in
need of the office space. Rather than continuing to lease office space, SEBSD plans to construct a
new Administration Building
The site is located on Committee Drive off of Executive Park Boulevard in Southport, NC The site
is moderately flat and currently drains by means of sheet flow over existing ground surface to
Beaverdam Creek Proposed drainage is through a storm drainage system that outlets to a wet
detention basin before out falling to Beaverdam Creek
EROSION CONTROL MEASURES: This protect will primarily control erosion with temporary
protection using silt fence, drop inlet protection, check dams, temporary and permanent
vegetation, and a temporary construction entrance
The contractor shall install, maintain and remove, upon completion erosion control measures as
necessary to prevent any sediment from leaving the protect limits This will include any temporary
stockpile areas if necessary. Contractor shall clean and restore to pre -construction conditions any
areas that may inadvertently be damaged due to the failure of the erosion control measures
SCHEDULING OF WORK- A temporary construction entrance will be installed, followed by silt
fence, check dams, and drop inlet protection that shall be installed as directed by the erosion
control plan The pond will be graded for use as a temporary sediment trap Excavation and
embankment operations will be conducted such that cuts and fills will be completed to final
grades in a continuous operation. All construction areas not otherwise protected shall be planted
with permanent vegetative cover in accordance with the specifications within 21 working days of
completion of any phase of grading Upon completion of grading activities, the pond will be
graded to the design depth
MINIMUM AREAS TO BE DISTURBED Only those areas necessary for timely and proper
completion of the protect shall be stripped of native vegetation. The angle for graded slopes and
fills shall be no greater than the angle, which can be retained by vegetative cover or other
adequate erosion control devices or structures Slopes left exposed will, within 21 working days
of completion of any phase of grading, be planted or otherwise provided with ground cover,
devices, or structures sufficient to restrain erosion.
PLACEMENT OF SEDIMENT CONTROL DEVICES- All devices (silt fence, drop inlet protection,
construction entrance, check dams, etc.) for sediment control shall be constructed prior to any
development on the property.

GENERAL
The Southeast Brunswick Sanitary District (SEBSD) has been renting office space from
Brunswick Electric Membership (BEMC) for several years. BEMC is expanding operations
and they are in need of the office space Rather than continuing to lease office space,
SEBSD plans to construct a new Administration Building
The site is located on Committee Drive off of Executive Park Boulevard in Southport, NC
The site is moderately flat and currently drains by means of sheet flow over existing ground
surface to Beaverdam Creek. Proposed drainage is through a storm drainage system that
outlets to a wet detention basin before out falling to Beaverdamn Creek
PROPOSED IMPROVEMENTS
The wet detention basin is sized to treat stormwater for the future build -out of the site. The
future build -out includes the construction of the following facilities- 16,500 SF of building,
38,200 SF of parking, 1,300 SF of sidewalk, and 1,000 SF of other impervious surfaces
(dumpster pad and generator pad)
Currently, SEBSD plans to construct only a portion of the facilities including the following.
3,600 SF of building, 1,145 SF of sidewalk, 25,500 SF of parking, and 1,000 SF of other
impervious surfaces (dumpster pad and generator pad) The total disturbed area required to
make the current installations is approximately 3 0 acres
DRAINAGE CONSIDERATIONS
The proposed site is being treated as a high -density site Runoff from the majority of the
proposed impervious surfaces will be directed through a storm drainage system to a
proposed wet detention basin. The wet detention basin is designed to remove 90% of the
total suspended solids from the first one inch of rainfall before out falling into Beaverdam
Creek
The portion of proposed impervious surfaces not being directed to the wet detention basin
is the driveway connection from the roadway to the proposed site. This impervious surface
will be treated by means of a vegetated roadside ditch before out falling to Beaverdam
Creek
