9. PROJECT DESCRIPTION
Mike Gallant, on behalf of A-N-A Builders, inc., has requested that the attached application be processed under the Express
Permit Review Program.
The applicant's project'is located at 1702 N. New River Drive (N.C. Highway 210), adjacent to Broadway Street, near the
Town line of Surf City and North Topsail Beach, adjacent to the Atlantic Ocean, in Surf City, Onslow County. To find the
property, take Highway 17 North from Wilmington and turn right on N.C. State Highway 50 (approximately 30 miles from
Wilmington). Head east on N.C. Highway 50 and turn left onto N.C. Highway 210 at the intersection of N.0 Highway 210
and N.0 Highway 50. The property is located on the eastern side of N.C. Highway 210, approximately 2.5 miles from the
intersection of N.C. Highway 210 and N.C. Highway 50. Broadway Street borders the property to the south and North Shore
drive borders the property to the east.
The proposed project site is approximately 0.231 acres and consists of all high ground. There are currently no man-made
features on the site, however there are several town homes located immediately adjacent to the site, which are also owned by
the applicant. The site ranges in elevation from 7' to 11'above Normal Low Water (NLW). The site is cleared with little to
no vegetation. There are no coastal or "404 type" wetlands located on the subject property. The project site is located within
the Ocean Erodible Area of Environmental Concern (AEC) as well as the High Hazard Flood AEC.
The site historically operated as the Mermaid Lounge/Inn and was recently demolished in 2004. The site has remained
undeveloped since that time. The applicant is applying for a CAMA Major Permit because the project site is located within a
FEMA Flood VE Zone (elevation 14) and because cumulative development impacts from this project, coupled with the two
adjacent properties that are.also owned by the applicant, disturbed more than an acres, thus requiring a Sedimentation and
Erosion Control Plan from the Division of Land Resources, Land Quality Section, as well as a State Stormwater Permit from
the Division of Water Quality. The applicant received a CAMA Minor Permit (#03-25) in March 2003, from the Town of
Surf City for the adjacent property, prior: to the determination that this project would constitute phased development of the
tracts combined.
The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water
Quality. The area is not designated as a'Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject
property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 14) on the Flood Insurance Rate
Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean.
PROPOSED PROJECT
The applicant proposes to develop the property by constructing 10 town home units, as well as a two entrance/exit drives and
parking area. Development would include grading the entire tract for lot preparation and construction of the road/parking
area. According to the application, the single parcel would include the construction of one building, providing a total of 10
residential units (each 3 bedroom) giving a density of 44 units/acre. Access to the property would be provided by the
construction of two driveways. The concrete driveways would provide the complex with one entrance and one exit from N.C.
Highway 210 and Broadway Street. In addition to the two-entrance/exit drives, the applicant proposes to construct a third
drive to connect the adjacent properties to the east and north. The driveways would provide direct access to the parking area
beneath the building. The building (which would be constructed on pilings) would measure 88 feet in length x 85 feet in width
x 75 feet in height (from ground to roof top). Four decks, varying in size, would be constructed from each corner of the
building. As proposed, each deck would be uncovered.
The entrance and exits drives would consist of a 25 feet right-of-way and a 20 feet paved concrete surface with an ABC stone
sub -base. The access drive would be constructed with curb and gutter, utilizing curb breaks and vegetated swales to control
Stormwater.

An Express Stormwater Permit (SW8051136) was issued by the Division of Water Quality on 12/19/2005. Additionally, a
Sedimentation and Erosion Control Plan (permit #-Pende-2006-126) was issued on 11 / 15/2005, for land disturbance activities.
Municipal water and sewer would be provided by the Town of Surf City.
10. ANTICIPATED IMPACTS:
The initial grading of the property would result in the disturbance of approximately 0.231 acres of high ground. The proposed
dwellings, street and drives would result in the creation of approximately square 8,680 square feet of impervious surface.
