Per our discussion, the following two items will be necessary before I can issue the
Gateway B permit
1 Please provide additional detail on the inlet/bypass structure to
the basin It is unclear from the detail shown if the runoff will
naturally flow into the basin or into the bypass structure
2 Please provide a flow spreader mechanism This can be a half PVC
pipe running the length of the basin or (if the volume and SHWT
separation can be met) add some slope (1/2%) to the bottom to
encourage distribution of the runoff

There were Dust a couple of additional things I needed for the Gateway B permit
1 Please submit a narrative with an updated basin treatment volume
(211) Also explain that 2x the required volume was used in lieu
of the vegetated filter
2 The bottom elevation of the basin x-section appears to be higher
than 30 83 (appears to be -31 4) Please correct
These are the only two things I found I am going to draft the permit and have Linda
review, I will let you know if there is anything further

Gateway Plaza (outparcel B) on October 20, 2005 A preliminary review of that information
has determined that the application is not complete The following information is needed to
continue the stormwater review
1 Please show the basin cross-section at a better scale that clearly shows the bottom, top
and SHWT elevations as well as the basin side slopes
I/ /2 The bypass structure detail is unclear Is the bypass a pipe or is it a CB (with a pipe)

3 There does not appear to be a vegetated filter shown on the drawings All bypass
runoff is required to pass through an on -site 50 ft vegetated filter If a filter is
unavailable, additional storage may be provided in thebasin Please contact our office

As per my conversation with you I am requesting that you schedule Gateway
Plaza, Outparcel "B" for express permitting The developer wishes to pursue a high
density plan 1 offer the following brief narrative
This project involves the development of an outparcel associated with Gateway
Plaza Gateway Plaza has an approved sedimentation and erosion control plan (Project
ID PEN-DE-2005-383) and an approved stormwater management plan (Permit # SW*
050708) The out parcels were not included in these plans and permits Out parcel "B" is
a 33 acre tract to the front of the development As a condition of the stormwater permit,
the out parcels "A" and "B" must submit applications and plans for stormwater
management.
The project falls v+nthin the Cape Fear River basin Out parcel "B" will contain an
office building and associated parking The project will be served by municipal water
and sewer
This out parcel is currently grassed There are no wetlands on the out parcel
All storm water will be collected and con-veyed to infiltration galleries

Narrative
10 History
Gateway Plaza, Outparcel "B" is a proposed commercial development The
project includes an office building and associated parking
All parking areas will be asphalt Water and sewer will be provided by the Town
of Surf City The tract is currently grass and cleared land
2 0 Proposed Land Disturbing Activity
The plans call for a parking area and an office building Utility work will proceed
as needed There are no wetland areas in the within the project boundary
The project area is less than one acre
3 0 Drainage Basin Delineation
The drainage basin does not include any of the outparcels in the project 59% of
the project area is proposed to be impervious
40 Soils
The predominant sail is Leon sand Vmcent Lewis has visited the site and several
borings were done and cataloged by a registered soil scientist The results and a boring
map are attached A spodic horizon was found in some of the borings 'I his horizon will
be excavated in the areas of concern The infiltration rate for Leon sand at the depth
below the average spodic horizon is 6 to 6 in/hr (Soil Survey of Pender County, North
Carolina, pg 143) The attached data shows the rate to be 163 in/hr

There are no wetlands in the project area.

A high density plan is proposed for the project All runoff will be directed to the
parking area and sheet flow to an infiltration basin The basin is sized to capture the first
2 inches of runoff
An overflow structure is located upstream of the basin The overflow is directed
to the roadside ditch Z here are no surface waters or wetland areas within 50' of the
downstream side of the ditch The ditch runs along Hwy 50 and eventually runs into the
ICWW some miles down the road
7 0 Method of Analysis
The rational method was used to calculate runoff flows The actual runoff
volume for the first 1 5" of rain was calculated by dividing the total impervious area in
square feet by 8 This yields the volume of water from the first 1 5" of rain in cubic feet

The adjacent property uses are commercial and undeveloped land
