9. NARRATIVE DESCRIPTION:
Project Setting
The applicants own 1 38 acres at the end of Broad Street, immediately south of the U S
70 bridge crossing Gallants Channel and the Newport River, in the Town of Beaufort, Carteret
County, North Carolina The tract is at the head of a basin that measures approximately 130'
wide by 500' in length and is located immediately adjacent to Gallants Channel A concrete
building and gravel parking were previously on the site but have since been removed The site
has subsequently been used as a dredge spoil disposal area The applicant has an existing
CAMA Minor Permit to re -gravel the previous parking lot and footprint of the old concrete
building The shoreline at the head of the basin is stabilized with miscellaneous rock and
concrete There are several pockets of marsh immediately in front of the rip rap with
extensive marsh vegetated with S a� rtina alterniflora along the north side of the basin and to the
north and north east of the of the site A spit of sand extends out in the basin near the mouth
The waters in the basin average -2' below MLW The waters in the basin as well as in
Gallants Channel are classified as SA and are closed to shellfishing
The Town of Beaufort via the end of Broad Street is the adjacent property owner to the
east while a private residence is adjacent to the east and NCDOT right of way is located to the
north The Gallant Group has been authorized to develop a condo complex on the tract to the
south of the basin adjacent to the Town of Beaufort property Although there is some question
regarding whether the project is within the boundaries of the Beaufort Historic District, it is
located within the National Register listed historic district
Project Description
The applicants propose to construct 2 two -unit residential building complex with five
associated boats slips and associated dredging and shoreline stabilization The two townhome
buildings would measure 60' X 60' each with a high ground area measuring approximately
130' X 180' being filled and graded An asphalt parking area would be installed along the east
side of the townhomes Wooden walkways would lead from the townhomes to the boat slips
Four of the slips would be 17 5' wide and 50' in length with the fifth slip measuring 17 5'
wide and 35' in length A 6' wide by 95' access floating dock would run much of the width of
the property Three 4' X 24' finger piers would provide access to the slips Boatlifts would
be installed in the five slips A vertical concrete bulkhead is proposed landward of all marsh
for a total of 185' (although the application states 340') along a 2' average distance waterward
of MHW The basin excavation would involve an area measuring approximately 100' X 125'
(this includes approximately 720 ft2 of area that lies within the Town of Beaufort riparian
area) The basin is proposed to be hydraulically dredged to a depth of -9' below MLW The
material would be deposited on the Gallant Group property (no letter of permission was
included) The disposal area would measure 140' X 170' If the Gallant property is
unavailable, the spoil would be place onsite in an area measuring 75' X 125'

Anticipated Impacts
The townhomes construction and associated parking would result in the site being
approximately 32% impervious including 1,182 ft2 of walks, roads, and parking and 5,095 ft2
of townhome roof tops The existing or permitted impervious coverage is approximately 34 %
as a result of the historic use of the site Approximately 23,400 ft2 would be filled since the
site would be raised to a FFE of 8 0' It does appear that the corners of both buildings
encroach slightly into the 30' buffer area The proposed dredging would result in the
deepening of approximately 12,500 ft2 of shallow estuarine waters Approximately 3,500 yds3
of silt/sand material would be removed from the basin With proper dredging techniques and
sufficient monitoring support on high ground, there should be negligible increases in turbidity
and little direct dredging effects on aquatic organisms However, the loss of shallow water
habitat is obvious It should be noted that the dredging of the basin is at or adjacent to an old
industrial site and there may be the release of pollutants such as oils, etc
The bulkhead would result in the loss of another 680 ft2 of estuarine water as a result of
the 2' waterward of MHW alignment Installation of the concrete tie backs would result in the
filling/disturbance of an area some 20' landward of the alignment
The docks, finger piers and 5 slips as designed would usurp approximately 4,490 ft2 of
Public Trust Areas In addition, the docks and finger piers would shade approximately 936 ft2
of that amount As proposed, it does not appear that there would be any impact to navigation
Similarly, the docks/slips do not encroach within the 15' riparian setback adjacent to the Town
of Beaufort property
