On August 5, 2009, the Governor signed Session Law 2009-406 This law impacts any
development approval issued by the Division of Water Quality under Article 21 of
Chapter 143 of the General Statutes, which is current and valid at any point between
January 1, 2008, and December 31, 2010 The law extends the effective period of any
stormwater permit that is set to expire during this time frame to three (3) years from its
current expiration date On August 2, 2010, the Governor signed Session Law 2010-
177 which grants an extra year for a total of four (4) years extension
Accordingly, Stormwater Permit # SW8 000416 which has already expired on February
19, 2011, is now in effect until February 19, 2015 Please resubmit the renewal
application and fee at least 180 days prior to February 19, 2015, which would be
August 19, 2014 A copy of the Renewal Application can be obtained from the following

The Division of Water Quality issued a Coastal Stormwater Management Permit, Number SW8 000416 to Strand
River for a High Density Project on February 19, 2001 This permit expires on February 19, 2011 Per 15A NCAC
2H 1003(h) (the stormwater rules), applications for permit renewals shall be submitted 180 days prior to the
expiration of a permit and must be accompanied by a processing fee, which is currently set at $505 00 If this is still
an active project please complete and submit the enclosed renewal application prior to August 19, 2010 If this
project has not been constructed and a permit is no longer needed, please submit a request to have the permit
rescinded If you have sold the project, or are no longer the permittee, please provide the name, mailing address
and phone number of the person or entity that is now responsible for this permit Enclosed is a form for change of
ownership, which should be completed and submitted if the property has changed hands
Your permit requires that upon completion of construction and prior to operation of the permitted stormwater
treatment system, a certification of completion be submitted to the Division from an appropriate designer for the type
of system installed This is to certify that the permitted facility has been installed in accordance with the permit, the
approved plans, specifications and supporting documentation Please include a copy of the certification with your
permit renewal request and processing fee Enclosed is a copy of a sample certification Also enclosed is a new
Operation and Maintenance agreement that should be completed and submitted along with your renewal application
You should be aware that failure to provide the Designer's Certification and the operation of a stormwater treatment
facility without a valid permit, are violations of NC General Statute 143-215 1 and may result in appropriate
enforcement action including the assessment of civil penalties of up to $10,000 per day

With regard to the review comments detailed in a facsimile from you, dated November 2,
2000, the design of the proposed stormwater management plan for the Strand River
Development has been revised, along with the appropriate supplements Enclosed you
will find a revised stormwater calculation booklet, along with two (2) sets of revised
plans
The following is an item -by -item description of each of the comments and a brief
description on how each item has been addressed
1. Provide a sealed cover sheet for the revised calculations
Please refer to the enclosed stormwater management plan calculation booklet
2. Calculating the 1" volume using the Simple Method instead of the SCS
Method
In the previous submittal, the 1-inch runoff volume was calculated using both
the SCS Method and the Simple Method However, the runoff volume
calculated by the Simple Method was used in further water quality
calculations (i e — design of draw -down orifices, surface area calculations at
the 1-inch storage volume level) Please refer to the calculation booklet for
additional information
3. Top of sand elevations for the sand filters
Per your request, the top of sand dimensions has been added to Sheet C-9 of
the revised plans These dimensions are shown in the same manner as the
normal pool contour for the water quality ponds

4. Proposed elevations to be added to the vegetated filter details
In the previous submittals, a constant slope of 1 % rather than elevations was
shown on the vegetated filter details Per your request, proposed elevations
have been added to further enhance the details
5. Revision of orifices for Ponds 1 & 2
Per your comment, the onfice sizes for Ponds I & 2 have been adjusted to
take into account both the driving head at the weir -box crest and the dnving
head at the ]-inch runoff volume elevation The orifices were checked under
both conditions to ensure that the required minimum storage, as calculated by
the Simple Method, was released in 2 to 5 days
Please refer to the enclosed drawdown orifice calculations for additional
information

have revised Each of the supplements for the water quality ponds to report
the volume stored to the discharge structure
Also, I misunderstood your request for top of sand dimensions as a request
for the top of sand elevation and thickness, since the area is an irregular
shape I have since added the sand chamber dimensions, along wiLh sedamenL
chamber dimensions, to a revised sheet C-9 in the same manner as each of the
WO ponds
As tar as the SCS vs Simple Method calculations that were submitted, I
included both sets calcs just to show the storm pool storage provided at the
outlet clevaLion I apologize for any confusion I may have caused and I will
avoid submitting the SCS calcs in future pro]ects to your office
In Lhe next subrnittal, you will receive revised sets of plans, revised
supplements, and a revised calculation booklet with a sealed cover The
deadline is tomorrow so I will make sure to fax an extension request to you

I'm not sure if Brandon will get this message, so I am sending it to
Amos as well I stall don't see any top of sand dimensions on Sheet C9
Maybe I'm looking too hard, but the sand falter cross section details I
have do not show any dimensions, only elevations I am faxing you a copy
of those details from sheet C9 that I have if you could please circle
the required dimensions so I'll know where they are
T also left a voice mail message with Brandon concerning the l" storage
volume The calculations have only two pages numbered, 1 of 2 and 2 of
2, for each pond Both of these pages refer to the required 1" volume
being calculated using the SCS method, and indicates what the depth is
for storage of the 1" volume, again based on the SCS method The third
(unnumbered) page immediately behind page 2 shows the larger volume and
a higher elevation based on the Simple Method, and the supplements do
report the higher elevation and volume Tn my opinion, the SCS
calculations should not even be submitted since we don't use that
method The language on them makes it seem as if the required minimum
volume is being calculated using the SCS method, while the actual method
being used to determine this minimum volume is the Simple Method
The minimum required elevation needed to provide sufficient storage for
the first inch, based on the Simple Method, is much lower than the
temporary pool elevation reported on the supplement The supplements are
designed to report what is being provided in each proposed pond At the
reported temporary pool elevation, then, you should be reporting much
more volume that the minimum 1" volume For example, in Pond 1, if the
temporary pool elevation is 22 5, then you will be providing 112,671
cubic feet of volume, as reported in the calculations, not 32223 as
reported on the supplement If you provide an outlet (orifice, weir,
etc ) at the actual 1" volume elevation of 20 8, then you can report
32223 as the temporary volume provided in the pond
This is really a simple process of lasting the required minimums based
on State design criteria, indicating in the calculations how you meet
those minimums, and filling in the supplement with what is being
provided in the pond

With regard to the preliminary review comments detailed in a letter from you, dated
August 17, 2000, the design of the proposed stormwater management plan for the Strand
River Development has been revised, along with the application Enclosed you will find
the original and two (2) copies of all revised submittals For your convenience, we have
hole -punched the revised Calculation Booklet sections so that the old sections can be
replaced in the booklets
The following is an item -by -item description of each of the comments and a brief
description on how each item has been addressed
1. Submission of a revised low density supplement form
Please find the enclosed low -density supplement form This form has been
revised using the new lot total per your request
2. Orifice Design at Ponds 2 & 4
In the previous submittal, the orifices at Ponds 2 & 4 were oversized due to
the fact that the surface area was maximized within the available area This is
an aspect that is typically positive when considering water quality However,
this leads to over design of the required drawdown orifice A negligible water
level rise during the 1-inch rainfall event happens when the provided surface
area is much greater than the required surface area This forces the falling
head method and the average head method to give results that are not practical
since the water level rise is typically less than the centroid of the Orifice area,
even when considering small orifices
In order to alleviate this problem at Strand River, the proposed grading of
each of the ponds was revised to force the required surface area to match the

provided surface area, as close as possible Since the required 1-inch storage
volume was the same, the water level rise associated with a smaller surface
area was greater This allowed for practical use of the previously mentioned
methods and the orifice sizes calculated for the new pond grading are no
longer too large
Ponds 1, 2, and 4 were re -designed taking into consideration the above
methodology
3. Revised drainage area map for Pond #2
Per your request, the drainage area map for Pond #2 was revised to show the
pond in its new location It is important to note that Pond #2 was designed
with the appropriate watershed area in the previous submittal
4. Identify the symbol for drainage area in the legend
In the previous submittals, the watershed limits of the proposed BMP's were
not shown clearly You have requested that the watershed limits be identified
in the legend Rather than adding this to the legend, a new set of watershed
maps was generated for the development that clearly labels the limits of the
contributing watersheds
5. Sufficient BUA for the lots at the ends of Streets "AE" and "X"
Per your comment, the allowable BUA for the lots at the ends of Streets "AE"
and "X" was increased due to the length of the driveways that will be needed
to serve them A conservative driveway area of 3,600 sf (300 ft long by 12 ft
wide) was assumed to serve each of these lots This area is in addition to the
BUA's previously submitted
All necessary changes in the Stormwater Management Permit Application
Form were made and a new form is included in this submittal Please refer to
Attachment `A' for additional information
6. Typical dimensions for the high -density areas of development
Per your request, typical dimensions were provided in the areas you requested

7. Orifice equations used in pond designs
As previously mentioned in the response to Comment #2, the orifice design
for each pond was re -visited due to the re -grading of each pond These
calculations were performed using both the falling head method and the
average head method, for comparison In the previous submittal, the runoff
volume associated with the 1-inch rainfall event was routed through the
orifices using a modified weir equation since the standard orifice equation did
not apply (the water level rise was less than the centroid of the orifice area)
The standard orifice equation now applies using both the falling head and
average head methods
Please refer to the calculations included with this submittal for more
information
Surface area at the 1" storage volume water elevation
Per your request, the surface area at the elevation that contains the runoff from
the 1" rainfall event has been provided Please refer to the simple method
volume calculation sheets for this information
9. Top of sand dimensions for each sand filter
The top of sand elevation for each sand filter is shown on the details for each
sand filter These details can be found on Sheet C-9 of the previous and
current submittal
10. Vegetated filter detail
The vegetated filter detail can be found on Sheet C-9 of both the previous
submittal and the current submittal
11. Revision of pond details on Sheet PD-2
As mentioned in items 2 and 7 above, the orifice design of each pond was re-
computed in this submittal due to revised grading The details have been
modified appropriately on each affected pond detail sheet

River on July 20, 2000 A preliminary review of that information has determined that the application is not
complete The following information is needed to continue the stormwater review
✓1 Please submit a revised low density supplement form with calculations using the new lot
total
Z2 The orifices for Ponds 2 and 4 are still too large You are free to design as many outlets
above the 1" storage elevation as you wish in order to maintain pond levels, but there can be
only one outlet at the permanent pool elevation, and it must be sized to pass only the 1"
volume in 2-5 days
✓ 3 Please revise the drainage area map to show Pond #2 (Phase II Multifamily) in its new
location
,/4 Please identify in the legend what the symbol for the drainage areas is
t/ 5 Are the lots at the ends of Streets "AY and "X" assigned sufficient BUA to account for the
long driveways that each will need?
1/ 6 Please provide typical multifamily and apartment building dimensions, hotel dimensions,
swimming pool dimensions, tennis court dimensions, parking lot dimensions, and sidewalk
dimensions
✓ 7 What orifice equation did you use to calculate the Siphon Flows listed for each pond on the
1" volume design sheet? I have used the falling head equation and the standard onfice
equation and cannot duplicate the engineer's numbers Please provide a clear explanation of

2 Each of the 4 ponds and the 2 sand filters must have its own column on Page 2 of the
application The columns on the application are designed to convey the information for the
overall development and each engineered control There should be 7 completed columns on the
application
The application submitted indicates that the receiving streams are class SC or C In actuality,
both are also HQW In this case, there is no need to show separate basin areas based on
classification, unless one or more of those receiving streams is SA or SAORW and the others
are not In the coastal counties, the low density limit is 30% for all non -SA and non-ORW
waters
4 Please add the tunnel's sand filter to the application
5 Several of the curb outlet swales appear to be located in the middle of single family lots, and do
not run down the lot Iine How is this supposed to work when the lot is sold and the swale is
filled in to make room for the house? Who will guarantee that the swale will be put back?
Please locate swales between lots or in common areas
6 Please indicate how lots are to be graded If this is not known, you must assume that the lot will
be graded such that it is high in the middle, and at least half drains to the street Since the
driveways are generally located up front, please account for 2/3rds of the assigned BUA on each
lot in the swale calculations If the entire lot drains to the swale, please use the entire BUA for
that lot Based on the swale drainage areas shown, it appears that very few of the lots have been
accounted for Please include the lots in the swale drainage areas and recalculate

the drainage map for the multi -family area pond
Pond 2 is located within wetlands Please submit a letter from the Corps allowing the filling of
that wetland, or relocate the pond out of the wetland
9 The calculations provide designs for 2 sand filters Where is #1 located? Number 2 is identified
as the one at the tunnel Please clarify I cannot verify sand filter calculations at this time Please
label sand filter ##1 on the plans
10 The pond section details do not show the forebay or the required 10' wide, 6 1 vegetated shelf
Please add these items to the cross section The vegetated shelf is required in the main pond
only, not the forebay Please specify native wetland vegetation to be planted on the shelf
I 1 Please add the distance from the inlet pipe to the forebay berm on each pond detail This will
help the contractor determine where to place the berm so that the forebay volume is correct

13 FYI- the forebay volume should be no more than 20% of the permanent pool volume Larger
forebay volumes take away from the amount of surface area available at the design depth,
adversely affecting the TSS removal rate The forebay volume in all of the ponds submitted with
this project well exceeds 20%, however, since the forebay is as deep as the pond, it doesn't
really matter For protects where the forebay is shallower than the main pond, please do not
exceed 20%
14 The detention pond onfice size must be based on the minmum required 1" volume, as
calculated using the Simple Method or something more conservative, not the volume actually
stored in the pond above permanent pool Please revise calculations and supplements as needed
15 The sand filter details shown do not show the impervious liner Sand filters differ from
infiltration basins in that they can be used in places where the water table is within 2' of the
bottom of the basin Please specify a liner and add it to the detail, or convert the filter to an
infiltration basin

With regard to the preliminary review comments detailed in a letter from you, dated May
11, 2000, the design of the proposed stormwater management plan for the Strand River
Development has been revised, along with the application Enclosed you will find the
original and one (1) copy of all revised submittals For your convenience, we have hole -
punched the revised Calculation Booklet sections so that the old sections can be replaced
in the booklets
The following is an item by item description of each of the comments and a brief
description on how each item has been addressed
1. On -site wetlands delineation
In the comment letter, it was requested that all wetlands on -site, disturbed or
undisturbed, be delineated or note on the plans that none exist Wetlands do
exist on this site and there are two notes (2 & 3), along with a hatching pattern
on each plan sheet, that show their extent
2. Incomplete Stormwater Management Permit Application
In the previous permit application, the chart on page 2 was not filled out for
each pond and sand filter within the Strand River Development This has since
been completed and submitted as part of this application package (See
Attachment A)

3. Separate basin areas on submitted application.
Per your comment, separate basin areas on not shown as part of this
application since all of the receiving streams are either class SC-HQW or C-
HQW Also, as shown on Attachment A, the percent impervious for the
proposed development is 22%, thus meeting the 30% maximum for low
density development for all non -SA and non-ORW waters in coastal counties
4. Tunnel's sand filter not included in previous application
Per request, all calculations pertaining to Sand Filter #2 (at the tunnel), along
with a column in Attachment A, has been included in this submittal package
5. Curb outlet swales
The previous plan set depicted several curb outlet swales that were located in
the middle of single-family lots instead of property Imes These have been
relocated, and hence re -calculated, to lie either between lots or in common
areas
G. Lot grading not included in grassed swale design
On the previous submittal, the drainage boundaries shown for the grassed
swale design did not clearly include anticipated lot grading of the single-
family lots For this reason, the drainage area to each affected swale has been
revised and each Swale re-evaluated Please refer to the Curb Outlet
Supplement for revised calculations and additional information
7. Swales 45A and 45B shown at high point of street
Swales 45A and 45B were shown at the high point of the street leading
towards Multi -family Area — Phase 11, in the previous plan set In actuality,
Water Quality Pond #2 will treat impervious area from the streets in this area
Therefore, these swales have been removed in the revised plan set

8 Water Quality Pond #2 is located within wetlands
Previously, Water Quality Pond #2 was located within the wetlands area south
of Multi -family Area — Phase II However, in an effort to limit the wetlands
impact associated with this project, the pond was relocated to an area
northeast of the previous location that is not within the delineated wetland
boundaries This pond will continue to treat the impervious surfaces from this
area but has been re -designed to take into account changes caused by the re-
location Please refer to Sheet PD-2 for additional information
9 Location of Sand Filter #1
The location of Sand Filter #1, as was shown in the previous submittal, is
located within the Apartment Site the grading for this sand filter is shown on
Sheet C-7 and the related details are shown on Sheet C-9 However, in an
effort to aid your review of this project, each of the water quality devices used
for this site, with the exception of the grassed swales, are labeled on the
overall site plan for the Strand River development These labels are shown on
Sheet C-2
10. Pond section details do not show the required items
On the previous plan set, Sheets PD-1 through PD-4, pond section details that
show the forebay and the required vegetated shelf were not provided The
cross-section details that were provided only show a section at the pond outlet
structure For this reason, a typical cross-section that shows the required items
(i e -- forebay, vegetated shelf, etc ) was provided in this submittal
11. Distance from inlet pipe to forebay berm
In an effort to aid in the construction of the proposed water quality ponds and
to insure that forebay volumes are correct, the distance from the pond inlet
pipes to the toe of the forebay berms was added for each pond in this
submittal

12. Trash rack spacing
On the previous trash rack details, the spacing between the rebar was
approximately six (6) inches Per your comment, the trash rack details have
been revised to limit the spacing to four (4) inches
13. Forebay volumes larger than 20% of permanent pool volume
The forebay volumes in all of the ponds previously submitted are considerably
over the maximum 20% of the permanent pool volume However, as you
noted, since the forebay is as deep as the pond, the TSS removal rate is not
adversely affected Therefore, the ponds were not revised to reduce the
forebay volume
14. Detention pond orifice size
In the comment letter, it was requested that the detention pond orifice size be
based on the minimum one (1) inch runoff volume, as calculated using the
Simple Method, not the volume actually stored in the pond above normal
pool However, while the runoff volume to be stored is computed using the
Simple Method, the orifice sizes were not re -computed for the following
reasons
• In most cases, the crests of the outlet structures were set well above the
minimum storage volume to allow for ease of construction In fact, the
normal pool elevation of several ponds is the same as the outlet invert
Therefore, in order to keep the pond at an elevation as close to normal
pool elevation as possible in the event of large rainfall events, the
orifice was sized to draw down the volume stored at the spillway crest
elevation within 2 to 5 days
• The surface areas provided for each pond greatly exceed the minimum,
in most cases Therefore, the rise associated with the minimum I"
storage volume is relatively small compared to the distance between
normal pool and the spillway crest For this reason, the size and
number of siphons required, using orifice control, is unreasonable The
calculations provided, however, do in fact show the drawdown time

associated with the minimum I" storage volume Please note that they
were kept as close to 2 days as possible so as to allow for the entire
volume stored above normal pool to be released within 5 days
15. Impervious liner for sand filters
An impervious liner was not shown on the sand filter details in the previous
submittal They have since been revised and Bentomat CL (or approved
equivalent) has been chosen for this purpose Please refer to Sheet C-9 for
additional information
16. 2:1 slopes on sand filter details
As noted in the comment letter, all vegetated slopes must be 3 1 or flatter The
sand filter details in the previous submittal specified 2 1 slopes The sand
filters have since been re -graded, and the details modified, to show the
required 3 1 slopes in vegetated areas
17. Recorded drainage easements for curb outlet swales
As noted in the "General Notes" section on Sheet C-8 in the previous
submittal, all curb outlet swales must be located in recorded drainage
easements This note was not shown on the roadway drainage plan sheets
Therefore, in response to your comment, this noted has been added on Sheets
C-3A to C-3E (See Note #8 on each sheet)
18. Swales 106 and 107 are parallel with the front lot line.
In the previous plan set, swales 106 and 107 were shown parallel to the front
line These have been adjusted and currently run between the lots in
easements
19 U.S. 17 not shown on vicinity map
Per your request, U S 17, along with the direction to Wilmington, has been
added to the vicinity map on the cover sheet

revised and the lots have been added Also, the associated grassed swales
previously located in this area have been modified to run along lot lines and
re -calculated to account for drainage from the lots
21. Number of lots shown on plans does not coordinate with number of lots
shown in application
The application submitted with the previous plan set indicated there were 317
lots between Gray Bridge Road and the Shallote River and 379 lots between
Holden Beach Road and Gray Bridge Road This did not match the number of
lots shown on the plans Therefore, the application has been revised to show
the correct number of lots 315 lots between Gray Bridge Road and the
Shallote River and 394 lots between Gray Bridge Road and Holden Beach
Road

proposed project
