The Washington Regional Office received a completed Stormwater Renewal Application for the subject
project on July 10, 2006. Staff review of the files and an on site inspection has determined that the project will comply
with the Stormwater Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No. SW7960804
dated September 25, 2006 to Marine Corps Air Station, Cherry Point for a wet detention pond to serve the Branch
Exchange located on 6 th Avenue at the Marine Corps Air Station in Cherry Point, NC.
This permit shall be effective from the date of issuance until September 25, 2016 and shall be subject to the
conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance
requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater
management system will result in future compliance problems. The issuance of this permit does not resolve any
previous violations of the stormwater rules for construction without a permit.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This
request must be in the form of a written petition, conforming to Chapter 150E of the North Carolina General Statutes,
and filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714. Unless such
demands are made this permit shall be final and binding.

and specifications and other supporting data as attached and on file with and approved by the Division of Water
Quality and considered a part of this permit for a wet detention pond to serve the Branch Exchange located on 6 th
Avenue at the Marine Corps Air Station in Cherry Point, NC.
This permit shall be effective from the date of issuance until September 25, 2016 and shall be subject to the following
specified conditions and limitations:
DESIGN STANDARDS
1. This permit is effective only with respect to the nature and volume of stormwater described in the application
and other supporting data.
2. This stormwater system has been approved for the management of stormwater runoff as described on page
2 of this permit, the Project Data Sheet.
3. A maximum of 66,647 square feet of built upon area is allowed.
4. All stormwater collection and treatment systems must be located in either dedicated common areas or
recorded easements. The final plats for the project will be recorded showing all such required easements, in
accordance with approved plans.
5. Approved plans and specifications for this project are incorporated by reference and are enforceable parts of
the permit.

6. No homeownerAot owner/developer shall be allowed to fill in, alter, or pipe any vegetative practices (such as
swales) shown on the approved plans as part of the stormwater management system without submitting a
revision to the permit and receiving approval from the Division.
7. The following items will require a modification to the permit:
a. Any revision to the approved plans, regardless of size
b. Project name change
C. Transfer of ownership
d. Redesign or addition to the approved amount of built -upon area
e. Further subdivision of the project area.
In addition, the Director may determine that other revisions to the project should require a modification to the
permit.
8. The Director may notify the permittee when the permitted site does not meet one or more of the minimum
requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written
time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall
provide copies of revised plans and certification in writing to the Director that the changes have been made.
SCHEDULE OF COMPLIANCE
The permittee will comply with the following schedule for construction and maintenance of the stormwater
management system.
a. The stormwater management system shall be constructed in its entirety, vegetated and operational
for its intended use prior to the construction of any built -upon surfaces except roads.
b. During construction, erosion shall be kept to a minimum and any eroded areas of the system will be
repaired immediately.
2. The facilities must be properly maintained and operated at all times. The approved Operation and
Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals.
3. The permittee shall at all times provide the operation and maintenance necessary to assure the permitted
stormwater system functions at optimum efficiency including, but not limited to:
a. Semiannual scheduled inspections (every 6 months)
b. Sediment removal
c. Mowing and revegetation of side slopes
d. Immediate repair of eroded areas
e. Maintenance of side slopes in accordance with approved plans and specifications
f. Debris removal and unclogging of outlet structure, orifice device and catch basins and piping.
4. Records of maintenance activities must be kept and made available upon request to authorized personnel of
DWQ. The records will indicate the date, activity, name of person performing the work and what actions were
taken.
5. This permit shall become voidable unless the facilities are constructed in accordance with the conditions of
this'permit, the approved plans and specifications, and other supporting data.
6. Upon completion of construction and prior to operation of this permitted facility, a certification must be
received from an appropriate designer for the system installed certifying that the permitted facility has been
installed in accordance with this permit, the approved plans and specifications, and other supporting
documentation. Mail the Certification to the Washington Regional Office, 943 Washington Square Mall,
Washington, North Carolina, 27889, attention Division of Water Quality.
7. A copy of the approved plans and specifications shall be maintained on file by the Permittee for a minimum of
five years from the date of the completion of construction..
III. GENERAL CONDITIONS
1. This permit is not transferable. In the event there is a desire for the facilities to change ownership, or there is
a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality
accompanied by an application fee, documentation from the parties involved, and other supporting materials
as may be appropriate. The approval of this request will be considered on its merits and may or may not be
approved.
2. Failure to abide by the conditions and limitations contained in this permit may subject the Permittee to
enforcement action by the Division of Water Quality, in accordance with North Carolina General Statute 143-
215.6(a) to 143-215.6(c).
3. The issuance of this permit does not preclude the Permittee from complying with any and all statutes, rules,
regulations, or ordinances which may be imposed by other government agencies (local, state, and federal)
which have jurisdiction.
4. In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the
Permittee shall take immediate corrective action, including those as may be required by this Division, such as
the construction of additional or replacement stormwater management systems.
5. The permit may be modified, revoked and reissued or terminated for cause. The filing of a request for a
permit modification, revocation and reissuance or termination does not stay any permit condition.
6. The Permittee, at least six (6) months prior to the expiration of this permit, shall submit in writing a request for
an extension along with appropriate application fee.

Attached for your review are the permit renewal applications
for two infiltration ponds and one wet detention pond aboard
Marine Corps Air Station (MCAS) Cherry Point. The two
infiltration ponds were constructed to handle and treat
stormwater from a parking lot located along installation's "A"
Street and is permitted under State Stormwater Management Permit
SW7960702. The detention pond located at the Branch Exchange
was designed to handle and treat stormwater runoff from the
facility's parking area and is permitted under State Stormwater
Management Permit SW7960804. No modifications to the stormwater
management systems have been made during the life of the
permits.
Attached as enclosure (1) is the permit renewal fee of
$840.00 for State Stormwater Management Permits SW7960702 and
SW7960804. The Professional Engineer Certificates for the State
Stormwater Management Permits are attached as Enclosure (2) and
enclosure (3) is the Coastal Stormwater Permit Renewal
Application Forms provided by the North Carolina Department of
Environment and Natural Resources Washington Regional Office.
Enclosure (4) is the original Operations and Maintenance Plan
that applied to all Stormwater Detention/Retention Ponds aboard
MCAS Cherry Point during construction of these structures.

MAINTENANCE OF STORM WATER NLANAGEMENT
SYSTEMS ABOARD MARIENE CORPS AIR. STATION

The following mainienance and operation guides for permanent and temporary storm water
management and erosion control practices shall be followed for. all practices constructed
aboard Marine Corps Air Station, Cherry Point and all OudyingiAuxiliary Landing Melds.
GUIDE 1.1 - DURING CONSTRUCTION
All temporary and permanent storin water management and erosion control measures shall be
maintained to meet design specifications for the duration of the constriction contract, by the
appropriate construction contractor. In order to assure this, contractors shall visually inspect
each permanent and temporary control measure a minimum of once per week or after each rainfall
in excess of 0.5 inches 'within 24 firs. Prior to acceptance by the government, the contractor shall
perform final maintenance of all permanent practices, (i.e, re-establish grades, remove sediment,
fertilize, mulch and seed denuded areas, etc.). Coupled with final maintenance of permanent
practices, the contractor shall remove all temporary practices that will no longer be required.
Upon project acceptance by the government all responsibility for maintenance and operation of
these structures -shall.beconrie the responsibility of the Commanding General Marine Corps Air
Station, Cherry Point, -North Carolina..
When projects site(s)-exceed the minimum threshold requirements of the North Carolina "General
Permit for Storm Water Discharges Associated with Construction Activities (NCG010000),
(currently 5 acres),.the'contractor shall follow the requirements of said permit. Specifically, the
contractor shall maintain a writteri log detailing the required weekly inspections of project
management practices, required inspection of practices within 24; firs of a rainfall of over 0.5
inches within 24 hrs, notations of any problems observed and corrective actions taken, notations
of any off site sediment migration, presence -of foam, outfall staining, visible sheens. dry weather
flows and presence of trash or debris. A complete description of corrective actions shall also be
included: This log shall be maintained at the project site by the contractors Quality Control
representative or other representative as determined by the Resident Officer in Charge of
Construction (ROICC). Upon completion of project, the logbook shall be submitted by the
ROICC to the Environmental"Affairs Department (EAD), Bldg 4223 for central filing. An EAD
representative will be responsible for periodically checking this log. This log is also subject to
inspection by state regulators or designated representatives.
Any off site impacts of contractor operations shall be corrected at the expense of same., This shall
include removal of sediment from adjacent property, -cleaning of downstream storm drains and
culverts, and removal of sediment from -adjacent watercourses and wetland areas. The contractor
shall be responsible for the cost of actual corrective actions as well as any civil or criminal
penalties associated thereto.

GUIDE 2.1 - POST CONSTRUCTION - LONG TERM MAINTENANCE
Upon f nal acceptance of project by the government, all permanent and temporary practices in
place will become the property and responsibility of the government. Maintenance of these
standard practices will be followed as detailed below. Prior to acceptance the government shall
perform the following inspections and implement appropriate corrective action for noted
deficiencies.:

INSPECTED ONCE EVERY SIX MONTHS FOR THE FOLLOWING.

Displacement of artificial grade stabilization materials
- Beaver damage
- Density/condition of vegetation
CONCRETE/GRASS/RIPRAP LINED CIIANNELS SHALL ICE INSPECTED
ONCE EVERY SIX MONTHS FOR:
- Sediment/debris/trash accumulation,
Scouring at culvert/swale inlets and outlets
- Erosion of channel and side slopes for erosion
- Displacement of any artificial grade stabilization materials
- Choking of flow due to vegetation or beaver damage
Within thirty days of the aforementioned inspections, appropriate corrective actions shall be
programmed for each deficiency noted. Where deficiencies pose an acute hazard to human health
or environment, corrective actions shall be implemented within 24 hrs.

Dear Commanding General,
The Division of Water Quality issued a Coastal StonT water Management Permit, Number SW 7960804
to Commanding General Environment Affairs Dept for MCAS-Branch Exchange on 11/27/1996- This
permit expires on 11/27/2006. Section .1003(h) of 15 A NCAC 2H .100fl (the stormwaterrules) requires
that applications for permit renewals shall be submitted 180 days prior to the expiration of a permit and
must be accompanied by a processing fee, which'is curreirtly set at $420.00. However, if your permit
has already expired, you need to send in your application for renewal as soon as possible_ If this is still
an active project please complete and submit the enclosed renewal application in a timely manner. If
this project has not been constructed and a permit is no longer needed, please submit a request to
have the permit rescinded. If you have sold time project, or are no longer the permittee, please provide
the name, mailing address and phone number of the person or entity that is now responsible for this
permit Enclosed is a form for change of ownership, which should be completed and submitted if t-)e
property has changed hands.
Your permit requires that upon completion of construction and prior to operation of the permitted
treatment units a certification of completion be submitted to the Division from an appropriate designer
for the system installed. This is to certify that the permitted facility has been installed in accordance with
the perm, the approved plans, specifications and supporting documentation. Please include a copy of
the certification with your permit renewal request and processing fee_ Enclosed is a copy of a sample
certification_
You should be aware that failure to provide the Designer's Certification and the operation of a
stonmwater treatment facility without a valid permit, are violations of NC General Statute 143-215.1 and
may result in appropriate enforcement action including the assessment of civil penatties of up to
$ 9 0,000 per day.

Stormwater Application for the subject project on November 26.
1996. Staff review of the plans and specifications has determined
that the project, as proposed, will comply with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding
Permit No. SW7960804 dated November 27., 1996 to MCAS., Cherry Point,
NC.
This permit shall be effective from the date of issuance until
November 27, 2006 and shall be subject to the conditions ar.d
limitations as specified therein. Please pay special attention to
the Operation and Maintenance requirements in this permit. Failure
to establish an adequate system for operation and maintenance of
the stormwater management system will result in future compliance
problems.
If any parts, requirements, or limitations contained in this
permit are unacceptable, you have the right to request an
adjudicatary hearing upon written request within thirty (30) days
following receipt of -this permit. This request must be in the form
of a written petition, conforming to Chapter 150B of the North
Carolina General Statutes, and filed with the Office of
Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447.
Unless such demands are made this permit shall be final and
binding.

I. DESIGN STANDARDS
1. This permit is effective only with respect to the nature and
volume of stormwater described in the application and other
supporting data.
2. This stormwater system has been approved for the management of
stormwater runoff as described on pages 4 and 5 of this
permit, the Project Data Sheet s).
3. Approved plans and specifications for this project are
incorporated by reference and are enforceable parts of the
permit.

4. No homeowner/lot owner/developer shall be allowed to fill in,
alter, or pipe any vegetative practices ( such as swales ) shown
on the approved plans as part of the stormwater management
system without submitting a revision to the permit and
receiving approval from the Division.
5. The following items will require a modification to the permit:
a. Any revision to the approved plans, regardless of size
b. Project name change
C. Transfer of ownership
d. Redesign or addition to the approved amount of built -upon
area
e. Further subdivision of the project area.
In addition, the Director may determine the other revisions to
the project should require a modification to the permit.
6. The Director may notify the permittee when the permitted site
does not meet one or more of the minimum requirements of the
permit. Within the time frame specified in the notice, the
permittee shall submit a written time schedule to the Director
for modifying the site to meet minimum requirements. The
permittee shall provide copies of revised plans and
certification in writing to the Director that the changes have
been made.
II. SCHEDULE OF COMPLIANCE
1. The permittee will comply with the following schedule for
construction and maintenance of the stormwater management
system.
a. The stormwater management system shall be constructed in
its entirety, vegetated and operational for its intended
use prior to the construction of any built -upon surfaces
except roads.

b. During construction, erosion shall be kept to a minimum
and any eroded areas of the system will be repaired
immediately.
2. The facilities must be properly maintained and operated at all
times. The approved Operation and Maintenance Plan must be
followed in its entirety and maintenance must occur at the
scheduled intervals.
3. The Permittee shall at all times provide the operation and
maintenance necessary to assure the permitted stormwater
system functions at optimum efficiency including, but not
limited to:
a. Semiannual scheduled inspections (every 6 months)
b. Sediment removal
C. Mowing and revegetation of side slopes
d. Immediate repair of eroded areas
e. Maintenance of side slopes in accordance with approved
plans and specifications
f. Debris removal and unclogging of outlet structure,
orifice device and catch basins and piping.
4. Records of maintenance activities must be kept and made
available upon request to authorized personnel of DWQ. The
records will indicate the date, activity, name of person
performing the work and what actions were taken.
5. This permit shall become voidable unless the facilities are
constructed in accordance with the conditions of this permit,
the approved plans and specifications, and other supporting
data.
6. Upon completion of construction and prior to operation of this
permitted facility, a certification must be received from an
appropriate designer for the system installed certifying that
the permitted facility has been installed in accordance with
this permit, the approved plans and specifications, and other
supporting documentation. Mail the Certification to the
Washington Regional Office, 1424 Carolina Avenue, Washington,
North Carolina, 27889, attention Water Quality Section.
7. A copy of the approved plans and specifications shall be
maintained on file by the Permittee for a minimum of five
years from the date of the completion of construction.
III. GENERAL CONDITIONS
1. This permit is not transferable. In the event there is a
desire for the facilities to change ownership, or there is a
name change to the Permittee, a formal permit request must be
submitted to the Division of Water Quality accompanied by an

application fee, documentation from the parties involved, and
other supporting materials as may be appropriate. The
approval of this request will be considered on its merits and
may or may not be approved.

2. Failure to abide by the conditions and limitations contained
in this permit may subject the Permittee to enforcement action
by the Division of Water Quality, in accordance with North
Carolina General Statute 143-215.6(a) to 143-215.6(c).
3. The issuance of this permit does not preclude the Permittee
from complying with any and all statutes, rules, regulations,
or ordinances which may be imposed by other government
agencies (local, state, and federal) which have jurisdiction.
4. In the event that the facilities fail to perform
satisfactorily, including the creation of nuisance conditions,
the Permittee shall take immediate corrective action,
including those as may be required by this Division, such as
the construction of additional or replacement stormwater
management systems.
5. The permit may be modified, revoked and reissued or terminated
for cause. The filing of a request for a permit modification,
revocation and reissuance or termination does not stay any
permit condition.

Thank you for the opportunity to clear up some of you concerns regarding the Stormwater
Management Plan for the above mentioned project. After our conversation, I prepared the two (2)
plans you.requested (G5 & C-10).
As peM
r our discussion there are three (3) areas of new pavement not entering the SW
pond. Sketched on plan sheet G5 are two (2) of these areas . On each, the path of the runoff is
Indicated. The area mistakenly left Off Is the second area draining to Luke Rowe's Gut. This area
is adjacer4 to lath Avenue and is approximately 0.00 acres. The runoff leaves the pavement via a
drainage chute. At the end of the drainage chute is a 5' x 6' riprap area. The runoff then travels
a distance of approximately 80 feet in a grassed swale. The longiitudinal slope of the swale is
1.50%. The runoff then enters a new pipe system delivering the runoff to the existing pipe before
entering Luke Rowe's Gut.
The pavement area adjacent tv 6th Avenue (DRAINING TO EXISTING SYSTEM) travels
a distance of approximately 35 feet in a grassed swale. The longitudinal slope of the swale is
0.8�3°A (.3 in 35). As shown by.the contours..there is a '15' wide bottom before beginning the 4:1
side slope_
The pavement .area adjacent to Roosevelt Boulevard sheet flows a distance of
approximately 50.feeet over a grassed area. This runoff then enters an existing before entering LUKe
Rowe's Gut.

The YELLOW (0.95 Ac) shaded areas are draining to Luke Rowe's Gut. The area at
the North end of this Drainage Area collects in a grassed swale before entering the
piped system. The water draining off the new pavement leaves the pavement via a
drainage chute. The runoff then sheet flows approximately 50' before entering an
existing pipe system and outfall into Luke Rowe's Gut.
The GREEN (0.68 Ac) shaded areas drains to the existing storm sewer system. All
paved areas new and existing travel thru a grassed swale before entering the new
catch basin which is connected to the existing pipe system.
The WHITE (1.95 Ac) non shaded area enter the wet pond. The pond was sized to
accommodate this area and provide adequate treatment.
