As you know, coastal stormwater rules apply to this site since it is one of 20 coastal counties. The proposed development results in approximately 89 percent built upon area-, therefore; stonnwater management structures are required under the high density permitting option. As discussed with Scott Vinson, at least three options are potential solutions -for meeting the requirements: 1) Wet Detention Pond Design for 85 Percent TSS Capture - Given the area, an 11,000 to 12,000 square foot pond would be required. With a design for 85 percent TSS capture, an outlet filter strip is required. This presents certain maintenance problems that we can discuss. 2) Wet Detention Pond Design for 90 Percent TSS Capture - The pond would be larger but would not require the filter strip. 3) Sand Filter — This option would cost more but take less site area to accomplish. The sand filters could also be phased with site construction to limit the initial cost. Any of the above three options appear doable. No "show stoppers" were apparent after our review and discussions with Scott Vinson. At the very minimum ive would like to request time be extended to September 14, 2006. This is necessary because we have a meeting with Dr. Bill Hunt with the North Carolina State Agricultural Extension Agency. He has expressed interest in our bio-remediation sod infiltrator system and some of my concepts for first flush source detention. He has a seminar in Greenville on August 31, 2006 and we will meet following his'scnzinar and the next day, which is Friday. My most ambitious hope is that he can see the benefits of our systems and instigate some recommendations for rule changes to allow sub -surface source detention and surface filter treatment. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. ➢ An onsite soils evaluation performed by Vincent Lewis, soil scientist with the Division of Soil & Water Conservation, found that the site would be unsuitable for infiltration due to the seasonal high water table (SHWT) being at or less than 6 inches below existing ground elevation. The Chowan Count Soils Map gives Augusta soils a high water table depth as shallow as 1.0 foot below grade. The sand clay loam soils for this particular site gives modeling that would suggest that the expected SHWT will be even closer to the surface. In addition there was. found potentially unsuitable fill material that in some areas may have excessive fines or clay particles that could greatly impact the infiltration rate the system. (see section III, item h on the Trench Supplement Form) ➢ Based on the above site information I cannot recommend that a Stormwater permit be issued for this project with proposed infiltration as the treatment system. I suggest that you discuss with your engineer an alternative that adequately addresses the above concerns and meets all the requirements of the Rules. ➢ Please provide the 25% additional information fee associated with the Express Stormwater Review Program of $1000.00 by check made payable to "NC DENR". The above requested information must be received in this office prior to August 2, 2006 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. Look in the SOP documents that he's compliled and sent us over the last year or so. I think we decided that if additional volume was provided (you pick how much more, depending on proximity to SA waters, infiltration rate, SHWT and soil type), we would not require a bypass, but the vegetated filter has to be provided. The rules state that ALL OVERFLOWS from an infiltration system must go through a vegetated filter, 50' for SA, 30' for non -SA. Underdrains beneath an infiltration system are a big NO -NO. They can cause the pollutants to be flushed through the system. Neither the.rules nor the BMP Manual call for an underdrain for infiltration basins or trenches. This same consultant has also proposed a 4" perf. pipe to be placed 2 feet below the bottom of the infil. trench, at the SHWT, in order to keep potential problems with both draw down and extreme elevated water tables during extreme heavy rainfalls. Are there any reasons you can think of not to allow this underdrain pipe? A preliminary review meeting was held in the DENR-Washington Regional Office on June 19, 2006 to potentially transfer this application from the routine review process into the Express Review Program. During the meeting several items were noted that needed to .be addressed in the application package. Be advised the items listed below were quickly noted in the meeting and no way constituted a complete review of the application package. Please provide an in depth and complete soils report from the soil scientist Scott Carpenter including dates, soil boring logs, profiles, maps, etc.. Any additional information from Scott Alons and/or Dwayne Hinson that was discussed to help complete the soils report also needs to be included. ➢ Please include the word "Washed" 45 stone on plans where ever 95 stone is mentioned. This also needs to be included in the narrative. An in depth and complete narrative is required for all applications, but especially for the Express program applications. ➢ Please include the required 4" clean layer of sand on bottom of trench. This also needs to be included on the detail as well as mentioned in the narrative. 7 Please revise the calculations to include the minimum volume required and the volume provided for both the small front trench system and the back large system. A pipe connecting the catch basins could also provide additional storage above any stone void ratios. ➢ Noting the above mentioned statement, I have still not been able to determine yet through discussions with stormwater staff if the 4" under drain pipe should be removed or allowed. There is some concern on meeting one intent of infiltration systems in recharging the ground water as well as removing as much suspended sediment as possible. There is contention that suspended solids from runoff could exit the soil column and enter surface waters through this perforated pipe. I will try and bring this question up for discussion at next Wednesday's monthly staff meeting. (If allowed to remain, this pipe needs to be shown on the cross sectional detail of the infiltration trench.) As a reminder, the application package must be complete and of such a high quality in order to expedite the review process in the Express Program. You have agreed to provide a complete application package on July 11, 2006 to enter into the Express Review Process. Until this date your application remains within the routine review process. If this package is not received on July 11, 2006, into the Express Program, the above requested information must be received in this office prior to July 20, 2006 or your application will be returned as incomplete.
