The revisions include the improvements to increase the pool size and deck area. There are no changes to the built upon area from the original permit issued on May 1, 2008. It has been determined that a formal permit modification is not required for the proposed changes. We are forwarding you an approved copy of the revised plans for your files. Please add the attached plans to the previously approved plan sheets. Please be aware that all terms and conditions of the permit issued on May 1, 2008 remain in full force and effect. Please also understand that the approval of this revision to the approved plans for the subject State Stormwater Permit is done on a case -by -case basis. Any other changes to this project must be submitted to and approved through the Division of Water Quality prior to construction. The issuance of this plan revision does not preclude the permittee from complying with all other applicable statutes, rules, regulations or ordinances which may have jurisdiction over the proposed activity, and obtaining a permit or approval prior to construction. As per our conversation a few of weeks ago, Coastal management is requesting a sign off from DWQ for the site plan change. The change involves a enlarged pool and associated decking in the CAMA AEC zone. The stormwater permit that was previously issued for the site included in the built upon impervious area a large area (approximately 7,000 sq. ft.) of uncovered and elevated wooden decks associated with Retail buildings A and B. The new pool configuration increases the pool surface area from 600 sq. ft. to 960 sq.ft., and increases the pool decking from 1568 sq, ft. to 3,540 sq.ft. The new pool decking consists of 480 sq.ft. Of elevated wood decking, with the remainder of the pool decking constructed out of concrete pavers. This results a net increase in impervious coverage of 1,492 sq. ft. without accounting for the reduction in coverage of the pool deck since concrete pavers are being utilized.Since the issued permit included the uncovered wood decking in the impervious area calculations, the site still has approximately 5,500 sq. ft. less of impervious coverage than was permitted. - If this revision is acceptable to you and your department, would you please issue a letter stating such to Coastal Management, and copy me, so they can issue a refinement letter for the existing CAMA permit for the site, reflecting the changes in the pool area. A preliminary review of the project indicates that before a State Stormwater permit can be issued the following additional information is needed. 1) Please review and correct the incorrect volume data listed under "Notes #5." on plan sheet C2. 2) Please add an additional berm to the western end of the vegetated Swale area so that there is a continual 5.0 fmsl berm around the entire treatment system. 3) Please either show on plans or add notes to sheet C2 describing how the roof runoff from the two buildings located on the sound side will be directed back away from the sound and into the infiltration treatment system. 4) Please note that the provided "Storage SA" on page I of 2 of the Infiltration Basin Supplement form gives 15,383sf of surface area, however the provided calculations give 16,808sf of surface area at elevation 4.50fmsl. Please revise as needed. 5) Please include two copies of all revised application forms and plan sheets. 6) Please do not forget to have any revised plans and calculations signed, sealed and dated. The above requested information must be received in this office prior to May 1, 2008 or your application will be returned as incomplete. The return of this project will necessitate resubmittal of all required items including the application fee. If you need additional time to submit the required information, please mail or fax your request for time extension to this office at the Letterhead address. You should also be aware that the Stormwater Rules require that the permit be issued prior to any development activity. Construction without a permit is a violation of 15A NCAC 2H.1000 and North Carolina General Statute 143-215.1 and may result in civil penalties of up to $10,000 per day. : NOl Caro Natural North Carolina Division of Water Quality Washington Regional Office Phone (252) 946-6481 FAX (252) 946-9215 Internet: h2o,enr.state.nc.us 943 Washington Square Mall, Washington, NC 27889 An Equal Opportunity/Affirmative Action Employer — 50% Recycled110% Post Consumer Paper Customer Service 1-877-623-6748 Please reference the Stormwater Project Number above on all correspondence. The site is located off of NC Highway 12 in Rodanthe, Dare County, North Carolina. The stormwater management plan consits of a single drainage area as per a telephone conversation with Mr. Roger Thorpe of the Division of Water Quality. Stormwater runoff from proposed impervious surfaces will be conveyed to the infiltration system via a combination of sheet flow and stormwater catch basins/pipes. The proposed Stormwater management system also incorporates pipes to provide hydraulic connections, providing equalization of the basin and swale. The entire system provides direct storage of 2 inches of runoff, conservatively assuming that 100% of all stormwater is conveyed to the proposed infiltration system. The system is sized to draw down runoff from the 1.5 inch design storm in two days or less using the high infiltration rates of the soils present at the site. Runoff in excess of the design stone will overflow out of the the overflow structure through a vegetative filter before entering the Pamlico Sound The UDSA's Soil Survey of Dare County North Carolina maps the soils as a Corolla fine sand. field investigations of the soil corroborate this classification. Based on existing elevations at the site and both Landmark Engineering, Protocol sampling Services investigations, a seasonal high water table elevation of 1.0 msl (NAVD 88 datum) was calculated and used for design purposes. -<<4iiriN %1% N FARO 4 ., ••• 9 •• S- L w • ( L .. The Soil profiles encountered during the borings are listed below as follows: Boring #1 (ground Elevation 2.9' nisi +1-) 0114" Dark Greyish brown fine to med fine sand - (10 YR 4/2), (SP). 6'-18" Yellowish brown fine sand, well sorted - (10 YR 5/4), (SP). 18"-24" Brown med. fine sand - (10 YR 5/3) well -sorted (SP) <<<'=•"hir 24"-72" Greyish brown med. fine sand - (10 YR 5/2) well-sortedN CARO,, 051p'• 9 ft SHWT indicators detected at depth of 24" 4 :a,:t.0 SEAL. ..
