For the Randleman Buffer Rules, if your bypass channel is a relocated stream that will. be fully restored
with a restored `Lone 1 and 2 buffer, then we can consider this project to be a stream restoration project.

At this point I'rn just in the process of preparing a scope of work and
wetland/buffer permitting plan for this project and would like to get the PRP
(potential responsible parties) something early next week. I'm not looking for a
100% guarantee either way. It's just not a typical project and I was looking for a
best professional opinion on if a variance would be required on the basic
concept/activity proposed. Once we get underway, 14.11.1. certainly recommend a
group meeting with all involved to discuss concept plans and lay out the best

The purpose of the bypass channel- is for rel.ocatting a first order -perennial:.stream that is currently piped under a landfill. around the landfill.
The relocated stream channel-/bypass will originate at the upstream end of the
pipe, Fill will need to be placed at this location to raise the stream to an
elevation that will allow for it to flow around the side of the landfill. The
fill will require impacts to the stream and a small- wetland area (-0.25
acres) and associated Randleman Buffers.
The relocated stream channel will terminate below the landfill either into an
existing channel or possibly directly to the river/lake. (The downstream end
is very close to the full pool- elevation of the lake.) This termination
point will most likely (still. working on the concept) require impacts to a
jurisdictional modified stream and Randleman Buffers.

S hope this additional .i.nformati_on is helpful. This -is a good project for water
quality that will clean up and close down a hazardous waste site. The landfill has
been closed since the late 90's and this project has nothing to do with landfill
expansion or conversion to another use. The PRP is required to clean up this
