The Village at Flowers Plantation — Additional Impact #22 (Harris Teeter Fuel) and Special
Condition L Modification
USACE Action ID. No. SAW-2008-01712
Dear Ms. Flowers:
A 401 Water Quality Certification (#3766) for The Village of Flowers Plantation was first issued on
November 5, 2008, was reissued on March 15, 2010 and February 22, 2013, and amended on November
10, 2016, December 22, 2016, and July 10, 2017 and November 5, 2019. On August 20, 2020, the Division
of Water Resources (Division) received a modification request from Soil & Environmental Consultants, PA
dated August 12, 2020. This modification request involves the addition of Impact Area #22 for the Harris
Teeter Fuel facility within the "Existing Development" of the project. This addendum is in addition to
prior approvals and addendum for this project.
By copy of this letter, 401 Water Quality Certification #3766 is modified as described below.
1. The following additional impacts are hereby approved [15A NCAC 02H .0506(b)]:

2. Mitigation must be provided for the proposed impacts as specified in the table below. The Division
has received an acceptance letter from the EBX-Neuse sponsored Neu -Con Wetland & Stream
Umbrella Mitigation Bank — Hannah Bridge Site to meet this mitigation requirement. Until the EBX-
Neuse sponsored Neu -Con Wetland & Stream Umbrella Mitigation Bank receives and clears your
payment, and proof of payment has been provided to this Office, no impacts specified in this
Authorization Certificate shall occur. For accounting purposes, this Authorization Certificate
authorizes payment to the EBX-Neuse sponsored Neu -Con Wetland & Stream Umbrella Mitigation
Bank to meet the following compensatory mitigation requirement [15A NCAC 02H .0506(b)(6)]:
