Send all suspicious email as an attachment to report.spam@nc.gov Sue, I have attached the data for the last three quarters of 2020 reporting on the discharge flow rates for Buckeye Lake. The discharge report continues to outline our troubles with a maximum annual discharge of 173 CFS in April down to 0.28 in July and September this year. There are dashed marks on the report which indicate lower than ability to record flow. The lowest flow rate recorded on the chart is the 0.28 CFS so the result is less than that. Throughout all of the low flow periods we were able to maintain flow across our spillway, albeit a small amount. Because of this we have yet to exceed any of the trigger levels set forth in the permit. This is in large part due to the fact that we continue to operate the water treatment facility under the low flow volumes described in the previous quarterly report. During this 3rd quarter, Defiant Marine conducted an inspection survey of the gate, working, concrete, and overall condition. Report attached. All apparatus are in good working order. We currently have two well sites that are contracted to be drilled for test wells. As of today, the drilling rig is on site and we expect to have wells completed for data analysis by end of week. The contractual substantial completion date for both included well sites is October 20t", with testing and analysis to follow. We are still in high hopes that a volume of water will be found that is usable to our system. We have had an exceptional rainfall year and yet we continue to experience difficulty in meeting the permit discharge limits. We continue to seek and develop source water sources and reduce system leaks from both main line and service line replacement programs. TABLE OF CONTENTS: SECTION: INSPECTION SUMMARY SILT/SEDIMENT ILLUSTRATION I I INSPECTION SUMMARY Defiant Marine has been tasked with providing an annual inspection report following the installation and upgrade of the Buckeye Lake Reservoir Emergency Drain Gate Actuator Assembly in Beech Mountain North Carolina. Construction of the assembly was completed in May of 2019. On Wednesday September 30th 2020 initial dive inspections took place to evaluate the "as is" conditions of the operator shaft, guides, diffuser box and frame assembly. This inspection was primarily made to evaluate silt (or other substrate) accumulation which would of naturally occurred between conclusion of the installation (May 2019) and the time of inspection (Sep/Oct 2020). Additionally the team was looking for any gross abnormalities or anomalies, none were found. Silt/Sediment readings ranged from 1/4" to 3" on the stem, guides, and frame assembly (see included illustrations for reference). Silt/Sediment accumulation around the Gate and Diffuser Box perimeter ranged from 12"-18". Upon completion of the "as is" inspection the diver then utilized a low pressure water jet to clean the top of assembly of any fine organic materials (silt/sediment). This was done to fully expose the components and provide further detailed inspection of the components. Due to the turbidity that is created in the water column during "jetting", operations were concluded for the day to allow visibility to improve. On Thursday October 1st 2020 Divers conducted a thorough video inspection of the Gate components including: actuator stem, guides, frame, anodes, diffuser box, gate, and all associated hardware. Working from the shore to the gate the diver systematically inspected the the previously listed components. All hardware was identified and "tightness" was checked with wrenches, none had loosened. The concrete footing had no identifiable damage (cracking etc.). The lattice frame assembly displayed no signs of change, no anomalies or deformation was present. Witness marks had been placed between the lattice frame head section ("Ba2") and the first common section ("Ba1") at the lap joint interface during the initial installation. The diver identified the witness marks and confirmed that no change had occurred, indicating no shifting or movement of the assembly had occurred. All bracelet anodes placed on the actuator stem were in like new condition and exhibited no indication that electrolysis was occurring in the water column. Completing the inspection of the frame and guide assembly the diver focused his attention on the diffuser box and the stem to gate interface. All hardware on the diffuser box mounting flange was present and tight. The diffuser box exhibited no signs of damage or deformation. The top grated section was free of any debris. On the interior of the diffuser box light sediment/silt deposits were found at the bottom of the gate measuring approx. 12" +/- in depth and covering the bottom 12"+/- of the gate. No gravel or substrate larger that 3/8" was present inside of the diffuser box assembly. Lastly the diver inspected the actuator stem to thrust nut interface where the stem mates to the gate. The thrust nut was found in "as -built" condition and firmly secured to the bottom of the actuator stem.
