NCWRC would like to see a more diverse plant list and the community should reflect a vegetation community that naturally occurs in the area. To determine species that would occur, you can refer to a reference site (or current site if applicable) and Schafale's Guide to the Natural Communities of NC. We want to focus more on climax species than pioneer species, such as sweetgum and red maple, since those species will be volunteers. Although I haven't been out there, I would suggest the following but again, see what is at the site: - Removing Foster Holly since it is a hybrid and replace with American holly (Ilex opaca) - Minimize or avoid sweetgum (Liquidambar styraciflua) and eastern redbud (Cercis canadensis) since both these species tend to be volunteers; - Add or substitute species such as Celtis laevigata, Quercus alba, Quercus rubra, and Viburnum sp. (i.e., mapleleaf, possumhaw) To make sure the species occur in the county, I refer to the following website https://authl.dpr.ncparks.gov/flora/index.php Under Determination of Success Criteria, I would like some clarification of the following statements: At Ieast50% of the plants should be non -weedy, native, perennial species. So, do you mean that the remaining 40% (max) can be native, non -weedy herbaceous plants and up to 10% can be non-native? We appreciate your involvement in this process; wanted to provide you with a brief update as it addresses a number of your comments/recommendations; we have recently submitted additional information in support of our PCN to the Corps and DWR, highlights of which follow: • Compensatory mitigation plan now includes a payment to the NCDMS as well as our on -site stream relocation • A revised stream relocation plan has been submitted which includes a planting plan comprised of woody tree and shrub plantings in the relocated stream corridor, use of a native riparian seed mix, a 3-year monitoring plan (will target bankfull events), and establishes success criteria • The stream relocation monitoring plan includes provisions for removal of invasive species • We've completed plant -by -plant surveys for federal T&E species on the project site, coordinated our findings with the USFWS, and gained written concurrence of our findings from Byron • A stormwater management plan for the site, addressing both water quantity and quality, will be developed and approved, as will a stringent sediment and erosion control plan, to protect surrounding waters from long and short term impacts, respectively. I've attached the stream relocation plan and USFWS correspondence for your records.
