DAVIS Director MEMORANDUM TO: Curt Weychert Assistant Major Permits Coordinator, MHC FROM: Tara MacPherson District Manager, Wilmington DATE: October 15, 2020 SUBJECT: Modification Request for State Permit # 293 Duke Energy Progress — Parcel No. 251IA021 in Caswell Beach, Brunswick County Mr. Kim Gerald, Nuclear Site Services, Brunswick Steam Electric Plant. is requesting a minor modification to State Permit # 293. State Permit # 293 was originally issued on August 23,1983 to the Brunswick Steam (Nuclear) Electric Plant as a State Dredge and Fill Permit. This permit has been continuously renewed for maintenance purposes. It was last modified on October 12, 2016 under Duke Energy Progress for the construction of a sheet pile wall and rip rap for the intake canal shoreline. State Permit No. 293 is due to expire on December 31, 2020. Mr. Gerald states that sediment has accumulated within the stilling basin area of the discharge canal. DCM has been informed that immediate excavation is needed to return the stilling basin to original design parameters. Material would be placed onsite within an existing spoil basin adjacent to the canal. According to the applicant the capacity of the existing basin would accommodate the proposed 38,000 cubic yards of material. The original and proposed basin designs are attached to this request. The dredge template is divided into three sections which ranges from -10 ft. to - 19 ft. at NLW (see attached dredge template). On June 1801, 2008 a similar modification was issued for the discharge canal to excavate up to 60,000 cubic yards within the discharge canal utilizing the existing spoil basin. The agent has submitted a check (check No. 6237) in the amount of $100 for the modification request. As proposed, this office has no objection to the project modification as long as there are no objections from other the agencies. It appears that the project continues to be CONSISTENT with the use standards set forth in NCAC 07H .0208(b)(1). Box 10429 Southport, NC 28461 Subject: Brunswick Steam Electric Plant, Unit Nos. 1 and 2 Request for Minor Modification to CAMA Permit #293 Maintenance Dredging of Discharge Canal Stilling Basin — Caswell Beach, NC Ms. MacPherson, Please allow this letter to initiate a Minor Modification to Duke Energy Progress, LLC's existing CAMA Permit #293 at its Brunswick Steam Electric Plant. Duke Energy has a need to remove accumulated sediment within the stilling basin area of the discharge canal directly in front of its Pump Station at Caswell Beach, NC. All spoil materials from this project will be placed in the existing diked area adjacent to the canal. The disposal site and spill -box has been well -maintained and is in good working condition for this project. The current capacity of the disposal area is 38,000 cy of placed material (allowing for 2' of freeboard at the top of the dike), which will also be the approximate total volume of dredged material. The intent of this project is to return the stilling basin to its original design parameters and function and to improve maintenance staff's access to the boat ramp.
