The basic idea that they are employing is to copy the existing stream channel to essentially repair as opposed to restore the channel. The two reaches are relatively short so a full restoration may not make sense anyway. They do not appear to have taken all of the steps needed to provide a naturally stable stream design, but they have added several grade control structures to attempt to provide stream bed and bank stability. The structures should also provide habitat in the form of riffles and pools. It is not clear if the design will be stable, but the reasoning behind their approach makes sense, as long as the portion of the stream on which they based their design is stable.
