However, we will use coir fiber and seed the rest of the ditch. My previous email suggested the entire ditch would be rock lined, but I think we will be fine using coir fiber matting and vegetation on the majority of it (it’s not that steep, < 3%). I assumed that would be preferable to rock lining it, and might allow the ditch to create some wetland like habitat within it. I have a pre-formed scour hole question / modification request on R-2915 B section, in Ashe County. Following the plans, we have constructed a preformed scour hole that is working well. However, it has resulted in very wet conditions/standing water beyond our RW, in a farmers field. Prior to the construction of the preformed scour hole, the landowner used to cut hay from the field, but can no longer do anything to it because it stays wet. He has asked us if we can help dry his field out like it was before. As a result, we are seeking permission to replace the pre-formed scour hole with a rock lined ditch that will take the stormwater directly to a small channelized stream / wet ditch beside the field. Attached is a plan sheet showing the location (Stat 182 +70 Lt) and the proposed change, as well as a detail of the proposed rock lined ditch (second page). I think the landowner is going to put a ditch in if we do not, but allowing us to do the work will likely cut down on potential sediment impacts (my guess is the landowner would just cut a ditch and not line it with anything), and allowing us to do the work will also help maintain good relations between NCDOT and the landowner. He has been working with us to maintain a linear wetland on the border of our RW and his property, just south of this location (Stat 180 to 175). The modification should only alter how we are handling stormwater at the location, and shouldn’t impact any jurisdictional features.
