The Town of Valdese's permit does not contain a testing requirement for mercury, and despite there not being a testing requirement, the Town did report a result for mercury in April 2003. See attached copies of Valdese's permit and monitoring report. For Huffman Finishing Company, the monitoring requirement for silver is contradictory. See attached copies of the facility's permit and monitoring report for April 2003. Boa 170 Granite Falls, North Carolina Dear Mr. Huffman: A4 NCDENR April 15, 2002 LAyUlTy j 28630 i j 0 Subject: Issuance of NPDES Permit NCO025135 t (JC7' Huffman Finishing, Inc. w Caldwell County Division personnel have reviewed and approved your application for renewal of the subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended.) The following modifications have been made to the permit: • The antimony limit of 1.46 mg/L has been deleted based on data submitted. No values exceeded the allowable concentration and reasonable potential analysis (RPA) calculated that the maximum predicted values were less than the allowable concentration. The final permit contains quarterly monitoring only (no limit) for antimony. • Silver monitoring has been modified t instead of monthly. Effluent data showed all values below detection level and RPA calculated a e maximum predicted value was less than the allowable concentration. • A_nickel limit of 261 Kg/L has been added to permit. Evaluation of effluent data showed most values below detection level, however there was one reported value of 500 µg/L. A daily maximum limit of 261 µg/L has been implemented to protect the receiving stream from acute toxicity effects. After twelve months of • The existing quartetly acute toxicity test at 96% has been modified to a quarterly chronic toxicity test based on a revised DWQ procedure for whole toxicity tests. The instream waste concentration for Huffman Finishing is greater than 0.25% and DWQ now applies a chronic toxicity test for dischargers that meet that criterion. The revised toxicity test will be a quarterly chronic test using Ceriodaphnia and the limit will be 0.96%. The test months will remain March, June, September and December. • BODS_ TSS_ COD. and sulfide limits were modified based on updated production data provided by the pemtittee. Modified limits are as follows and are only slightly lower than the previous limits.
