This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NCG550341. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville Regional Office. This inspection was conducted to determine whether the system is being operated and maintained in compliance with General NPDES Permit No. NCG550000. The owners were not home at the time of the inspection and a business card was left asking them to call. Ms. Ingle contacted our office and said the tank was pumped last year and that the location of the pipe was known. She indicated she would talk to Mr. Ingle and call back with the name of the septic company and location of the pipe. As of 10/9/2020 our office has not received the requested information. Please review the following summary and provide the missing documentation. Our records indicate the system consists of a septic tank and subsurface sand filter trench with effluent pipe that discharges to Garden Creek. Original design plans indicated the system was installed on the north side of the house. The last documented observation of the pipe by the regional office was in 1993. The system is currently in non-compliance with the requirements outlined in the permit. Please review the following items noted and observed during the inspection: Inspectors could not locate the effluent pipe for the system. Disturbed soils were deposited on the bank along the creek. The original effluent location is unknown and it is possible the pipe has been buried or broken. Septic tank maintenance records were not available at the time of the inspection. The ground leading to the creek was saturated; however, groundwater issues have been documented as impacting the subsurface system in previous inspections.
