9. PROJECT DESCRIPTION:
The project site is located at 4021 Island Drive, adjacent to the Stump Sound, in North Topsail Beach, Onslow
County. To get to the site from Wilmington take US HWY 17 N to NC 210 S, which is located approximately 8
miles north of Hampstead. Turn right onto NC 210 S and continue to the traffic light, this will be Roland Ave.
Take a right, travel over the bridge and turn left on NC 210 S. The property will be located approximately 6
miles on the left. The highground property is approximately 33.2 acres with approximately 2,225 linear ft f
shoreline. The current elevation of the property ranges from 0' above Normal High Water (NHW) to
approximately 4' above NHW. There is an existing approximately 500-owner RV Campground (ownership in
common), amenities, gravel roads, parking pads, and a gravel boat ramp on the property. There is a gravel boat
ramp area that has been used for decades to launch skiffs which then access the AIWW by way of the existing
channel leading to the northwest form the ramp. A series of aerial photos provided by the applicant indicates
that the channel had been dredged sometime between 1964 and 1970, most likely in conjunction with the
digging of mosquito control ditches within the Juncus marshes adjacent to the channel. The applicant reports
that the current water depths around the boat ramp area range to near -4' relative to normal low water (NLW)
and vary from -1' to -3' within the existing channel. The project site is bordered by residential properties to the
north and south, the Rogers Bay portion of Stump Sound to the west, and a parcel of commercial development
between the subject property and Island Drive to the east. The highground portion of the property is vegetated
primarily with lawn grasses, ornamental plants, and a few Live Oaks (Quercus virginiana). Coastal wetlands are
present at the site. There is an expansive high marsh that varies in width bordering the project area consisting
primarily of Black Needlerush (Juncus roemerianus). The high marsh has a very narrow fringe of regularly
flooded marsh (low marsh) along its waterward edge consisting of Salt Marsh Cordgrass (Spartina alterniora).
The North Topsail Beach Land Use Plan classifies the upland areas of this project as Developed/Commercial.
The waters of the project site are classified as SA-ORW by the NC Division of Water Quality. The NC
Division of Marine Fisheries HAS designated this area of Stump Sound as a Primary Nursery Area, and the
waters adjacent to the proposed project are CLOSED to the harvesting of shellfish.
PROPOSED PROJECT:
The applicant proposes to maintenance excavate a channel measuring approximately 20' in width and
approximately 4200' in length from the existing boat ramp basin to the AIWW using the bucket to barge
method. Final depth is proposed to be -3'@NLW. The resultant approximately 4,000 cu yd of dredged material
is to be deposited on USACE dredged material deposition island DA-0158 located adjacent to the AIWW north
of the project site. The applicant proposes to improve the existing gravel boat ramp but the addition of a 20'
wide by 40 ft long concrete ramp. All concrete to be located below normal low water will be cast on high
ground and pushed into place. The applicant further proposes to construct two 5' x 50' fixed access piers, one
on each side of the boat ramp, to provide a staging area for boats when they are launched.
10. ANTICIPATED IMPACTS
The proposed excavation would result in the disturbance of approximately 84,000 ft.' shallow bottom. The
disposal of the spoil material would result in the filling of approximately 110,200 ft.2 of highground. The boat
ramp would result in the filling of approximately 800 ft.2 of shallow bottom and the two access piers would
incorporate approximately 500 ft.2 of open water. The excavation would likely result in a temporary increase in
turbidity.

NARRATIVE
For
Rogers Bay Campground
Rogers Bay Campground is requesting to maintenance dredge the channel from their
existing boat landing to the Intracoastal Waterway. In addition to the dredging, Roger's
Bay Campground is also requesting to replace the existing boat ramp with a 20' x 40'
concrete boat ramp with two 5' x 50' piers adjacent to the proposed boat ramp.
This property has been owned by Roger's Bay Campground since 1992. There are
approximately 500 owners in this development. This property was originally developed
in 1946 as a campground, once the military left the island. This campground is one of the
oldest recreational sites on Topsail Island, if not the oldest. In the early 1960's, dredging
was performed from the campground to the Intracoastal Waterway. As clearly shown in
the attached aerials, there are many areas that were mechanically dredged including
several mosquito ditches and the channel itself. Records show that Billy Fussel
performed the dredging. Recently, Mr. Fussel has passed away, but one of his workers,
Mr. Belvin Matthis can verify about the dredging. In addition, several current property
owners can testify about the dredging.
Additional research on aerials distinctly shows that between the aerial dated 1964 and
1970 (see attached aerials), major dredging operations were performed, assumedly by the
US Army Corp of Engineers (USACE). The channel that leads to Rogers Bay
Campground was considerably widened and deepened during that period. Also, a series
of mosquito ditches were placed along this channel, including around the proposed boat
basin.
Therefore, this channel has been traditionally used for over 60 years. Currently, the water
depth ranges from 1.5' to 4' at NLW, which is causing difficulty with boating. Until
recently, there has not been a need for dredging. Boats that have traditionally used this
channel range up to 26' in length. Rogers Bay is requesting to keep its traditional use.
Over the past few years, Rogers Bay Campground has been saving money for this
proposed project. This proposed work will also keep a traditional access open that has
been traditionally used for 60 years and continue to give access to over 500 families.

Rogers Bay originally requested this to be dredged to 5' at NLW and a proposed channel
width of 30' feet. An Inter-Agency meeting was held on February 16, 2010 to discuss
this proposal. There were many concerns about the depth and width, so Roger's Bay has
revised their plans accordingly. Roger's Bay is now requesting this existing channel to
be dredged to 3' at NLW and a proposed channel width of 20' feet. This revision will
still allow traditional use that has been utilized for the last 60 years.
Roger's Bay Campground has contacted Coastal Dredging to perform the dredging.
Coastal Dredging's method of dredging is with an excavator and a barge. This will limit
the impacts by not using hydraulic dredging. The dredged material will be hauled to the
spoil island north-west of the site. The estimated amount of dredged material has been
reduced from 15,000 cubic yards to 4,000 cubic yards. Discussions have already been
made with the USACE concerning the disposal area. Unloading the dredged material has
also been located on the attached disposal area maps. There will be little or no wetland
impacts with this operation due to the location of the unloading area.
There will be no coastal wetlands impacted with this project. In addition, SAV's were
discussed at the Inter-Agency meeting. Mr. Rich Carpenter, NCMF, stated that SAV's
were not a concern in this area of proposed dredging.

Carolina, will be representing Roger's Bay Campground, and will personally oversee all
of this proposed work. I am also certified in Erosion & Sediment Control Level III-A

Note to Plans:
Proposed maintenance dredging will be located in the existing channel as best as
possible. Several soundings have been performed and the proposed plans have been
drawn as close as possible based on these soundings. Rogers Bay wants to limit as much
as impacts as possible so are offering the following.
If the Application is approved, Kimes Engineering will provide a full-time inspector
ensuring the existing channel is marked clearly in front of the dredging operation. This
inspector will monitor every day's operation for complete compliance.
