The total amount of shoreline stabilization that has been completed and that is proposed for this property exceeds 500 linear feet and cannot be permitted with a USACE GP 30 and DWR GC 4145. To clarify, the property in question is owned by Camp Lake James Master Recreational Association and is located at 3100 Campbell's Trace in Nebo, NC. A previous application was approved by DWR in 2008 for 282 linear feet on the portion of the property located in Burke County (20060201 V2). The 2020 application was submitted as 2 applications, each requesting 110 LF of stabilization (1 app for each project in each county on the same property). One application is DWR #20060201 V5 (Burke- 110 LF) and the other is #20200749 (McDowell- 110 LF). DWR and USACE consider this project to be one shoreline stabilization project and should only have one application. You need to contact USACE to discuss your permitting options (copied). DWR requests that project number 20060201 be used for all proposed stabilization projects on the Camp Lake James Master Recreational Association property moving forward. DWR will be placing both projects on hold until this is resolved. Please contact me if you have any questions. On June 8, 2020, the Division of Water Resources (Division) received your application (DWR 20200749) requesting a 401 Water Quality Certification. June 9, 2020, the Division received your application (DWR 20060201) requesting a 401 Water Quality Certification from the Division for the same property. After a cursory review of the applications, the Division has determined that your applications are incomplete. The applications will remain on hold until the following items are addressed: 1. All proposal impacts to stabilize the shoreline for the Camp Lake James Master Recreational Association, located at 3100 Campbell's Trace in Nebo, NC, should be submitted under DWR 2006-0201. Please update the DWR 2006-0201 project application to include all proposed shoreline stabilization activities for the property. 2. The project exceeds the USACE GP 30 threshold of 500 linear feet and cannot be permitted by the Division with a GC 4145. Please contact Brandee Boggs with the USACE to discuss what permit the project will fall under. Please provide documentation of this information to the Division. Pursuant to Title 15A NCAC 02H .0502(c), the applicant shall furnish the required fee and all of the above requested information for the proper consideration of the applications. If all of the requested information is not received by August 22, 2020, the Division will be unable to approve the application and it will be returned.
