Dear Mr. Johnson:
Per your request in the February 12, 2010 NOV, attached are copies of the rainfall events
from December 1, 2009 through February 15, 2009 at the construction site for the 5-day
Emergency Off Stream Water Reservoir at Cleveland County Water. Four inspection
reports are also attached showing the status of the erosion control devices until the river
flooded onto the project. According to the Construction Administrator, McGill
Associates, these are all the reports done by McGill.
The construction site has received -18 inches of rainfall since December 2009 and the
soils are thoroughly saturated. The print out from the CCW rain gauge is attached for the
period from December 1, 2009 to February 15, 2010. The January 24-25, 2009 storm
event resulted in the First Broad River flooding the lower portion of the construction site.
Also, sediment movement occurred throughout the entire construction site. The
overtopping of the lower sediment basin by flood waters caused a blow-out in the side of
the basin. Sediment movement on the construction site resulted in clogging the upper
drain where the intermittent stream changes to a perennial stream. Saturation of the soil
contributed to stream bank slump and additional sediment in the perennial stream.
Corrective actions to fix the various problems began on January 27, 2010 as soon as the
equipment could be mobilized on the site. The smaller sediment basins in the upper areas
were cleaned and new check dams placed. All work in the upper areas was completed by
January 29, 2010. Photographs of the various stages of work are attached.
Rain began on February 1 and continued through February 5 preventing corrective action
on the lower portions of the project. It also rained on February 9, but was minimal. On
February 10, 2010, it was possible to resume work. New drainage pipes were placed
under the upper construction access road to convey water from the intermittent stream
until the rerouting of that stream could be completed. Concurrently, clean-out of the
lower basin commenced.
The lower basin clean-out was completed on February 15, 2010. The side of the basin
was repaired, check dams re-installed, and silt fencing replaced. An inspection was
conducted by DLR on February 18, 2010. The baffles need to be installed, but should be
finished by February 19. All areas around the sediment basins and stormwater
drainageways have been matted.
As per our telephone conversation of February 18, 2010, CCW will complete the
mitigation requirement of the 401 Water Quality Certification by payment to EEP.
