A copy of the Compliance Inspection Report is enclosed for your review. Mr. James Bond, Shop Supervisor, was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG170000 under Certificate of Coverage NCG170197. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Hitchcock Creek (Roberdel Lake), class WS-III;CA waters in the Yadkin River Basin. However, based on the facility's location, the receiving waters should be designated as Hitchcock Creek (Midway Pond, Steeles Mill Pond), class C waters in the Yadkin River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG170000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $25,000 per day for each violation. The SPPP contains all required components and was last reviewed/updated in November 2019. There have been no significant spills and the applicable employee training is documented annually. Copies of documented semi-annual facility inspections and annual non-stormwater certification from 2018 to 2020 were provided by e-mail on 10/12/2020. Mr. Bond relayed that some onsite vehicle maintenance is conducted, however the monthly average of new oil usage is well below 55 gallons, which does not trigger the Analytical Monitoring requirements of the NCG170000 permit. Records of Qualitative Monitoring conducted in the first and second half of 2019 and first half of 2020 for the facility's two stormwater discharge outfalls indicate no issues. After the records review, observations were made of site conditions including the two stormwater discharge outfalls, sheltered coaltwood storage area and outside ASTs with appropriate secondary containment. At the time of inspection, the facility appeared to be well operated and maintained.
