Subject: Pretreatment Review of Industrial User Pretreatment Permit Additional Information Required

Dear Ms. Triplett:
The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit
(IUP) submitted by the City of Lenoir for the following Significant Industrial Users (SIUs). The IUPs were
received by the Division on September 16, 2020.

The review indicates that more information is needed to determine if the IUP meets the minimum requirements of
15A NCAC 2H .0905, .0916, and .0917 and 40 CFR 403.8(f)(1)(iii). In order for the Division to complete its
review of the IUP, you are required to submit and/or revise the following information by November 12, 2020:
• Update the IUP numbers for both industries to ones that have not been used previously. Our records show
that IUP #010 was previously used for Shufford Mills while IUP #011 was previously American & Efird
#02. Update the new IUP numbers throughout both permits.
• Submit a copy of the Town's inspection for each of the SIUs;
• And, submit a revised allocation table with the new effective and expiration dates.
Until the Division has received the required information, we will be unable to make a decision on the adequacy of
the IUP. Therefore, as allowed by 15A NCAC 2H .0917 (e)(2), the Division's thirty -day comment period will be
suspended until the additional information is received, and at that time the full 30-day comment period will
recommence. You are encouraged to notify the affected industries of the extension of the Division's comment
period.
Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control
and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the
POTW's responsibility to ensure that these objectives are consistently met.
