Blaisdell & Matthews, Ms. Karoly: This letter is in response to the Western Wake Partners draft EIS to construct a sewage plant in New Hill. I am opposed to the Western Wake Partners running their sewage transmission lines through remote locations in the New Hill community. Through reading the Western Wake Partners' Draft EIS, it is my understanding the Partners have chosen to route their high pressure sewage lines along a portion of Progress Energy's Transmission Lines that run from Richardson Road to Humie Olive Road. The Western Wake Partners should not be allowed to place these lines in this remote area. We know that eventually sewage lines will leak, and since these lines will be under high pressure, even a small hole will have disastrous consequences for our community. There are many farms along this proposed route, and a piece of farming equipment could easily damage the sewage line. Should a leak occur, it could be days or weeks before the leak is discovered, as much of this land is seldom visited. 3o~-KeUy :• 3020 Oli~vPi ~at~'vw2o~ • flpe~w, NC 27502 Attachment 1 shows the number of sewage leaks that have occurred in Cary since 2002. As you can see, Cary has the highest number of sewage leaks of any other town in Wake County. Cary is the lead agency for the sewage plant even though they have demonstrated they do not have the expertise to manage sewage plants and/or sewage lines. Everyone in the New Hill community depends on wells for drinking water and ponds for watering livestock and irrigation. When a sewage spill occurs, it is highly probable our wells and ponds will be contaminated with raw sewage. What remedies are in place to provide fresh water for the residents of New Hill; for our livestock; and to clean the fields, forests, and ponds that will be contaminated by raw sewage? Also, the land in New Hill has many creeks and tributaries that lead to Jordan Lake. What measures will be put in place to ensure raw sewage does not enter Jordan Lake, the wetlands and/or the waterfowl impoundment areas surrounding Jordan Lake? Attachment 2 shows the many ponds and creeks that are in the New Hill community. As you can easily see, a sewage spill in the area will be disastrous. Rather than running the incoming sewage lines through remote areas, the lines should only be allowed to follow highway rights of way. By following highways, when a sewage leak occurs, it will be quickly spotted and reported by a motorist. By far the best method to avoid sewage leaks in unincorporated areas that depend on wells for drinking water, is to treat the sewage in the towns that generate it, then pump the treated effluent to the discharge location. Then, should a leak occur along the sewage lines, there is little danger of impacting wells, farm ponds, Jordan Lake, wetlands, and waterfowl impoundment areas.
