Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the Waynesville Facility on
12/12/2019. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NCG500151. The findings and comments
noted during this inspection are provided in the enclosed copy of the inspection report entitled
"Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required. If you wish to pursue rescission of the permit, please contact us.

Tim Heim and Mikal Willmer of the Asheville Regional Office performed a routine Compliance
Evaluation Inspection of the facility on December 12, 2019. Kairas Parvez and Alan Denney
(Evergreen Packaging) assisted with the inspection. The facility appeared well maintained and
operated at the time of the inspection.
The following items were noted during the inspection:
The facility reports that all non-contact cooling water discharge has been plumbed to Waynesville city
sewer since approximately 2015, and the facility no longer has any wastewater discharge to outfalls
other than city sewer. It is recommended that the facility consider requesting rescission of this permit
and permanently plugging the outfall.

Tim,
The day you arrived with Jeff to look at Waynesville we observed the sheen at the outfall. No other observations of oil or
sheens had been noted by any of the EHS or Waynesville staff prior to that time. I made a call to John Ferguson,
Waynesville Maintenance Supervisor, requesting that we place oil absorbing booms around the outfall and to begin to
search for the source of the release. They were performing an outage that day on Line #3 and already had jobs in place
to replace the faulty equipment. What they found was a heat exchanging oil cooler that had developed a leak. This
allowed a small amount of oil to enter the system. We replaced the faulty equipment and put it on city water. This
means that in the future this will go to the city sewer system instead of the water pit. We also placed an oil absorbing
boom inside the water pit inside the Line #1 & Line #2 chiller room. This is the area you observed that day with the
calcium thiosulfate and accompanying pumps. Since the time you visited we have reduced the level of the water in the
pit to prevent water from overflowing to the creek. However, there are times where water could overflow because of
operations but in its current state it is very minimal. Currently, we are organizing with an onsite contractor to provide a
vacuum truck and jetting equipment so that we can jet the existing line and remove any further traces of oil. Also, we
made another round inside the plant to look for any additional suspects. As a precaution, we placed additional oil
absorbent pads around some of the drive ends at the laminators on Line #1 & Line #2 as that they are positioned near
the head of the floor drain sewer. I will let you know if we find any other issues or concerns that might affect the water
system and the outfall.

Thanks Nick, I got your follow up VM this afternoon, can you e-mail me a quick summary reiterating the measures you
have taken to mitigate the residual? I talked to Jeff and I think as long as you continue to monitor and confirm that the
suspect air compressor was the culprit we can finish the inspection and be in good shape.

Tim,
I spoke with John Ferguson, the man you met that day, and he informed me that what they found was an heat
exchanging oil cooler on the air compressor that developed a small leak. The unit was taken out of service and replaced.
The unit was then placed on city water (which will go to the city sewer) and has remained that way. The oil booms were
left in place and we continue to monitor the outfall as well as the pit on the inside for oil. This is/was a very rare event
and after discussions with the rest of the EHS staff at the mill we all could not recall a single time where any oil has been
present. We here at the Canton Mill do a weekly walk-through of the facility and have been for years. This doesn’t
include the Waynesville maintenance rounds to check the system each shift. If there’s any other information you need
please let us know.
