One issue is that we do not typically placement of BMPs in wetlands as meeting avoidance & minimization criteria. The other reason is that the BMP Manual requires that there be a minimum separation of 1' between the bottom of the sand filter and the SHWT. The sand filter design they show on Plan Sheet 5 is already up to 15' below the ground surface! I feel certain they will not be able to meet that criteria on the footprint of a wetland. Let me know if you want my help in crafting a hold bullet on that.
