The NOV-202o-DV-0257 referenced SSO that occurred on
Thursday, April 23, 2020, in a cow pasture near Sunrise Driver.
The cause of the spill was a rupture of a 10-inch forcemain from the
McCoy Pump Station located in Oakboro. The 10-inch forcemain
was constructed by the former owners, Town of Oakboro in 1979
and is approximately 40 years old. It is doubtful the pipe contains
any type of lining and we have experienced numerous breaks of the
forcemain at high points along its route to the West Stanly
WWTP. The pipe is a paralleled by a 16-inch PVC forcmain and the
procedure, when a break occurs is to shut down the 10-inch sewer
main at the pump station and utilize the 16-inch forcemain until the
10-inch is repaired and both can operate in parallel. Crews
promptly responded to the site and replaced the pipe with new PVC
and backfilled.
This pipe is nearing the end of its useful life and the Stanly County
Utilities is currently working on a Preliminary Engineering Report
for an expansion of the WWTP to 2.5 MGD, which will include
replacement of this 10-inch forcemain that is approximately 17,000
linear feet in length. There are currently limited options
operationally to prevent future ruptures of this line due to internal
decay. Hydrogen Sulfide gases are oxidizing the DIP at various high
points along the run and we have installed over 500 linear feet of

replacement near this location. Once we do a new rupture occurs
directly after the section that has been replaced.
