Subject: B-3693 Response to NC Division of Water Quality (NCDWQ) Letter
As you are aware, the NC Department of Transportation submitted a permit .application on
December 18, 2009 for TIP Project No. 13-3693 to NCDWQ- This letter addresses each item in
NCDWQ's February 1, 2010, letter regarding the replacement of the Bridges 210, 211, and 207
over Raft and Holly Swamps on SR 1527 in Robeson County. A copy is attached for your
convenience.
These impacts are for erosion control measures and are too small to be depicted on the
permit drawings. These impacts are broken down by site number below.
Site 1: <0.01 acre
Site 3: 0.03 acre
Site 5: 0.02 acre
Site 7: <0.01 acre
Site 9: <0.01 acre

the figure listed on the Impacts summary sheet. The actual amount of temporary fill in the
hand clearing areas is 0.06 acre for erosion control measures. An electronic copy of the
revised Impact Summary Sheet was sent to NCDWQ on February 2, 2010.
2. The fill in the driveway is necessary because the driveway is being relocated due to
guardrail requirements for the project.

3. Site 1 Excavation:
There is a small existing roadway ditch at the right side toe of slope. This ditch will be
filled in during construction by the new fill slope. We are obligated to maintain natural
flow patterns whenever possible during and post construction. We propose adding a new
ditch to maintain the existing flow pattern of the existing ditch. This existing ditch tapers
into the wetland area on the right side of the roadway. As a result, placement of the
proposed ditch will require a small amount of excavation.
Site 2 Excavation:
A temporary ditch is required to address temporary drainage for the detour in this area.
This is noted on the permit sheet and is included in the total impact number on the PCN,
although it is not listed as an impact type. An electronic copy of the revised PCN will Le
provided.
Site 4 Excavation: 1
The wetland line extends upslope a little from the toe-of-slope of the existing roadbed.
Therefore, when the temporary detour is removed and the old roadbed fill is also
removed, it will require excavation of that upslope wetland area to bring it back down to
match the surrounding wetland.
