PROJECT SUMMARY: The applicants propose to construct an addition to the existing dwelling within the Coastal Shoreline AEC. Charles D. and Bettina B. Meekins Craven County Express Permit Review Program Project setting Jay Horton, acting as agent for Charles and Bettina Meekins, has requested the attached application be processed under the Express Permit Review Program, for additions to an existing dwelling. The project site is located in the Olde Towne Subdivision at 3013 River Lane (off SR 1200) in the City of New Bern on the Trent River in Craven County, North Carolina. The site is a ±0.75-acre lot adjacent the Trent River with 122.9' of shoreline. The site is a fully developed residential lot with a house, bulkhead, pier with a boat house and an additional uncovered boat lift. Vegetation on the lot consists of lawn grass, landscaping beds with shrubs and flowers, several hardwoods and pines. The asphalt access road for the subdivision is located at the back portion of the site and the area beyond the access road is a large expanse of wooded wetland associated with a creek drainage feature. The property is bordered on both sides by developed home sites with similar vegetation including landscaping and ornamental shrubs. Both adjoining properties are bulkheaded and have piers. The Trent River in this area is classified SB;Sw,NSW by the Environmental Management Commission. This section of the river is designated as coastal waters and is closed to shellfishing. Project description The applicant proposes to undertake construction on 3 additions to the existing house. Proposed additions to the garage and master bedroom are well outside the 75' Coastal Shoreline Area of Environmental Concern. The third addition proposed by the applicant is the construction of a ±1,011 ft' terrace and covered porch on the waterward side of the house of which the majority will be within 75' of the river and ±24 ft2 will be within 50' of the river and within Zone 2 of the Neuse River Riparian Buffer. The applicant received a "General MAJOR VARIANCE" (DWQ Project #09-1271) from the Division of Water Quality on 22 December 2009 for the proposed development (Attached). Anticipated impacts The 3 additions proposed to the existing dwelling will disturb ±1,367 ft2 of uplands and will result in ±1,225.9 ft2 (13.3%) of impervious surface in the Coastal Shoreline AEC including the existing and proposed development. Overall impervious surface for the site will be ±7,542.16 ft2 or 23% for the entire site including existing and proposed development. David W.
