This inspection was conducted to determine whether the facility is being operated and maintained in compliance with NPDES Permit No. NC0044199. Juanita James was present and assisted in the inspection. At the time of the inspection, the WWTP had already been disconnected from the gas station and restaurant. Sam's Mart is now connected on to JSD’s collection system. The pump tank and settling tank are in use to convey wastewater to the collection system. There are no longer flows going to the WWTP and the level in the plant is below the weir. Flow is no longer discharging from the facility. The blower was still set to cycle on until the facility could be closed out. Ms. James indicated they planned to start the closure process on September 30, 2020. The permittee plans to close the facility in place. The final wastewater and remaining solids were going to be hauled from facility. The closure plan included filling the facility with gravel, grading with soil and seeding to prevent erosion and ponding. Fencing and blowers will be removed from the site. It should be noted the bank the WWTP is installed is giving way. A final inspection will be required before any permit rescission request will be granted. NC0044199 17 (Cont.)
