HomeMy WebLinkAboutWI0100600_Drilling Fluid Contingency Plan_20200929EARTHTECH A S AT E R R A C 0 M PA N'i 25 September 2020 MEMORANDUM FOR North Carolina Department of Environmental Quality, Division of Water Resources, Asheville Water Quality Regional Operations Section SUBJECT: Contingency Plan for Containment of Drilling Fluids at the New R-S Middle School Construction Site 1. Earthtech has been contracted to drill 84 bore holes at a depth of 400 feet for the geothermal HVAC system at R-S Middle School in Rutherfordton, NC. There is a tributary to Hollands Creek nearby at a lower elevation than the planned bore field. As a Class C stream, the turbidity must be kept below 50 NTU. 2. The following measures will be taken by Earthtech to mitigate any increase in turbidity above the maximum allowable level: A. No fluids other than water will be used during the drilling process. B. Earthtech or a designated subcontractor will install silt fences adjacent to the bore field on the downslope side toward the stream (pending additional survey, likely the south and west sides of the field). The fence will be backfilled a minimum of six inches deep and six inches wide per EPA recommendations. C. Earthtech or a designated subcontractor will also install straw fiber rolls to the inside of the silt fences as additional protection against erosion. D. Earthtech will remove sediment to the designated haul -off site before it overtops the erosion protection. E. Earthtech will submit water samples from the tributary for testing whenever requested by the Division of Water Resources. 3. The tentative drilling schedule is as follows: A. Start date (planned): 05 October 2020. B. Weekly work schedule: Monday -Saturday, 0700-1700. Two drill rigs will be operating simultaneously, planning for one hole per day per rig. C. Completion date (planned): 21 November 2020. 4. The Project Manager for Earthtech (Scott Eschenbrenner) will be responsible for meeting the requirements of this contingency plan. In his absence, the responsibility will be delegated to Tom Gassmann or Levi Doty (Earthtech chief drillers). 5.
